I decided to go with a 2 loop solution ... a good Crystek VCO driven by a 4531 and a 4001 to lock the internal reference to an external reference, if it is available. Low bandwidth loop filters make for a slow settling time, but should keep phase noise low. I might even get around to building it one day ...
