I thank you Jan for your highlighting this item. However, it is in my opinion, an inaccurate interpretation.The by-laws only pertain to the body itself, that is the Theosophical Society Adyar. It does not apply to the candidates, the the Sections, or to the members. The by-law is there to prevent the staff and officers of the organization from influencing the election. It is not pertinent to the call for positions and ideas on the future of the organization and its members.

Please note that the Rules and Regulations of the Theosophical Society state in its Appendix under B (a) :
"It shall be the responsibility of the General Secretary to ensure that voting papers together with nominators' names and candidates' biographical data in full are sent to each member.
Other material concerning the candidates shall not be circulated."
This provision clearly puts a halt to the initiative in your e-mail.
The candidates are advised not to react and nor to start campaigning.
Every member can do his or her own home work by googling the names of the two candidates.
