You need a PICkit3 programmer. There are many sources on Amazon and eBay. Also download the free MPLab program from the Microchip website.

Have you done any PIC programming before? I have been programming PIC's for over 20 years. If you just want to program the PIC from a .hex file, you'd just load the hex file into MPLAB and use it to program the PIC through the PICkit3. If you want to modify the assembly language program, you'd have to reassemble it into a new hex file and load that into the PIC.
