I doubt that the capacitor was damaged by the circuit in any
way. There really is little voltage and almost no power there.
More likely is it was just a manufacturing flaw that finally
manifest

To answer the question about C1813, it has degraded to about 1nF and should have 22nF. I measured it with the capacitance meter of my multimeter, and it gave me that

Probably noteworthy to mention that on the 2465B those filter caps (C1812 and C1813) seem to have been upgraded from 0.022uF to 0.047uF, and two additional parts where added for further filtering in

With further investigation I have concluded that TIME cursors look like they are measuring pretty spot on. With a 1kHz signal it, in fact, measures 1.056mS which is correct. At 10MHz the measurement

Re: Repairing a 577 that is pretty far gone.
Turns out there was a fault in the 177 that was causing the issue. I will need to look at this 177 very closely. the 577 it seems is ok.
