Good. You mentioned having a manual. Next check the 150 volt and less
levels of the power supply with a DVM against volts in the manual. Keep clear of the high voltage.

A voltmeter set to read AC volts works acceptably for measuring ripple.
For replacement capacitors, I usually select one based on diameter first if a
clamp is used to hold it into place.

That noise spike isn't terribly bad; I've seen much worse where equipment ran just fine. Remember that anything synchronous with the line frequwncy may be causing your problem.
