Since the dot must be small than "pixel" you like to scan, you need a final lens to focused it on "surface" (not a point)target since we are talk about scanning..

The photo you uploaded looks like the retrace is visible as well so
the brightness which is controlled by GRID No. 1 on the CRT is getting
stuck high. That is a common symptom of a bad DC restorer

Maybe an image orthicon rather than a vidicon? They have an electron multiplier as part of the tube. I think you might find one to try but I hope there aren't too many IOs destroyed for the
