My comments are below:
This could be a side effect of +15V issue, their opamp uses +15V. I recommend fixing the +15V first to see if they recover.
This is probably why your +22V is showing

I think the finger of blame points very much to failure of one of the rectifier diodes. The bulk smoothing capacitors often have the electrolyte dry out with age and they go low capacitance, high ESR

Yepp!! That's what happened to me too... the physical power switch was off and all I've heard was the sound of opening a shaken soda can before the breaker tripped, the smell of nasty chemicals filled

I've repaired both types without drama.
If the NVRAM is separate to the battery, check the leakage current and if necessary replace the NVRAM too.
