The TDS (and DPO) 7000 series seem to be very few and far between on the open market, I think it may be a case of taking what's avaialble rather than being able to pic and choose.

At the very least some kind of shrouded plug/socket arrangement. Something like the fluke DMM leads mean you cant get your fingers in there.

I would still suspect tants. Although they usually fail shorted, I've encountered a few that behave in a way that's consistent with what you're seeing.
Try replacing them.

The horizontal screen jitter could be bad capacitors on the CRT PCB. Might be worth pulling that PCB out and testing a few of the capacitors to see if they are still ok. I have heard stories of them
