+160V is depends on +140V (not the other way around). +160V is regulated by +140V plus VR1712.
+140V could be low because it is in current limit (i.e. a problem downstream from +140V regulator).

It occurred to me after my post is if you question if a resistor in the string is bad, unsolder one lead of one resistor. This makes the circuit an open circuit to anything on either end.
