You might revisit R989 that measured 0.3 Ohms. It that is real and not just ohmmeter test lead resistance of .2 ohms, the current limiter may be shutting down the supply as it would if you have a short. Your ESR meter might be able to measure R989 more accurately than your ohmmeter. That is almost certainly a wire-wound resistor and they don't fail often, but it could be suffering from an internal weld failure. Could also be a cold solder joint on R989.
