Hi David,

I think the tubes you are referring to are neon stabilisers which would
not necessarily be lit during normal operation, unlike the heaters of
vacuum tubes. If the instrument appears to function as normal, I wouldn't
be concerned.

There is also a time delay tube mounted on the right (when facing the
front panel) hand side of the partition which runs down the centre of the
instrument. This will illuminate quite brightly until the switching noise
of which you speak, and then extinguish. This is also normal operation.
The tube energises a relay which supplies the HT voltages once sufficient
time for warm-up has been allowed.
