Ric,
If your line voltage is that low, I'm surprised you're not having issues with other appliances in the house; TV; computer ?Try using the scope in a different outlet in case the outlet you're using is faulty.If the house is old, & you're running a room air conditioner on the same circuit, that could be causing your problem.
If you don't have 112-117 VAC consistently throughout the house, you should call the power co, or hire an electrician.
Do you have a variac ?  If so, plug the scope into that & set it for 115VAC. to see if the scope behaves.
