Technically, you are a victim just by receiving the email. You do not have to fall for the scam. Reporting a $0.00 loss does not disqualify the submission from being investigated.
The email header is used to try and trace the location and methodology of the scam. The more the merrier since each instance can possibly provide a tidbit of info.
This site appears to be for use when there's a victim of a scam, not just an attempt.
From the faq:
Q: Who should file a complaint with the Internet Crime Complaint Center (IC3)?
You may file a complaint with the IC3 if you believe you have been the victim of an Internet crime or if you want to file on behalf of another person you believe has been such a victim.
