The term "school-to-prison pipeline" is a phrase that is used by scholars[1][2]
and education reform activists and organizations such as the
American Civil Liberties Union (ACLU),[3] the Justice Policy Center,
Advancement Project,[4] and the New York Civil Liberties Union (NYCLU)[5]
to describe what they view as a widespread pattern in the United States of
pushing students, especially those who are already at a disadvantage, out of
school and into the American criminal justice system. They argue that this
"pipeline" is the result of public institutions being neglectful or derelict in
properly addressing students as individuals who might need extra educational
or social assistance, or being unable to do so because of staffing shortages or
statutory mandates.[6] The resulting miseducation and mass incarceration are

said to create a vicious circle for individuals and communities.[7]

Activists state that the school-to-prison pipeline operates at all levels of
US government (federal, state, county, city and school district) both directly
as a result of zero tolerance policies, and indirectly due to exclusion
from the school system.[5]

EDITORIAL: EDITORIAL • Stop the School-to-Prison Pipeline
FROM Rethinking Schools

 

Teachers, students, parents, and administrators have begun to fight back
against zero tolerance policies—pushing to get rid of zero tolerance laws,
and creating alternative approaches to safe school communities that rely
on restorative justice and community building instead of criminalization.
(See Haga.) A critical piece of that struggle is defying the regimen of
scripted curriculum and standardized tests, and building in its place creative,

empowering school cultures centered on the lives and needs of our students

and their families.

Some of the most exciting work with youth is being built around campaigns

to stop police harassment in schools and on the streets, stop gang injunction

legislation that criminalizes young people on the basis of what they wear or

where they live, and increase budgets for education and social services

instead of law and order. Youth provide leadership in these movements in

ways that are different from what we often see in classrooms. Learning

from these campaigns and making the critical connections to our own work

will enable us to build a viable, principled movement for public education.

Our resistance grows from classrooms that are grounded in our students’

lives—academically rigorous and also participatory, critical, culturally sensitive,

experiential, kind, and joyful. When combined with a determination to fight

the school-to-prison pipeline at every level, that resistance has enormous

capacity to build and sustain true social justice education.

The School-to-Prison Pipeline FROM Teaching Tolerance

 

n Meridian, Miss., police routinely arrest and transport youths to a juvenile

detention center for minor classroom misbehaviors. In Jefferson Parish, La.,

according to a U.S. Department of Justice complaint, school officials have

given armed police “unfettered authority to stop, frisk, detain, question,

search and arrest schoolchildren on and off school grounds.”

In Birmingham, Ala., police officers are permanently stationed in nearly every

high school.

In fact, hundreds of school districts across the country employ discipline

policies that push students out of the classroom and into the criminal justice

system at alarming rates—a phenomenon known as the school-to-prison

pipeline.

Last month, Sen. Richard Durbin, D-Ill., held the first federal hearing on the

school-to-prison pipeline—an important step toward ending policies that

favor incarceration over education and disproportionately push minority

students and students with disabilities out of schools and into jails.

"The school-to-prison pipeline is a no-nonsense trend in American education,

where children are directed straight from the classroom and into the

bureaucratic clutches of the criminal justice system.

The phenomenon manifests itself in disciplinary practices and zero-tolerance

policies that criminalize unruly behavior and minor infractions such as truancy,

graffiti or violating a school dress code. Not only that, it involves the presence

of security guards, and police on campus, breaking up trivial playground fights

with a billy-club and a taser.

Gone are the days of the blackboard jungle, when you could give your paper

tiger of a schoolmaster some delinquent lip and get away with it. These days,

interrupting teacher during class might get you pepper sprayed and hauled

"As we have learned, deputy Ben Fields -- who was fired yesterday by the

Richland County sheriff's office -- was working as a school resource officer,

or SRO, a cop whose beat was the school itself. The student had been caught

looking at her phone and refused to cooperate with her teacher. Fields was

called in for backup, and took control with brutal force while arresting the

student..

As an SRO, Fields served as one of tens of thousands of other law

enforcement officers working in public schools in America today.

Unsurprisingly, for many disadvantaged students, particularly those of color,

the presence of SROs is said to be oppressive.

Activists and lawyers say that behind the shocking images portrayed in the

South Carolina cell phone video, lies a nationwide problem known as the

school-to-prison pipeline. The concept and reality undergirding this term

suggests that public education has become a virtual gateway to incarceration

for "at-risk" youths.

The ACLU, on its website, calls the school-to-prison pipeline "a disturbing

national trend wherein children are funneled out of public schools and into

the juvenile and criminal justice systems."

The criminalization of black children starts almost

the moment that child leaves her mother’s door.

"Here’s the thing: The suspension, expulsions, beating and arresting

of black students in the U.S. is closer to the rule than the exception

when childish behaviors occur at school. The national statistics on

how often school discipline involves authorities physically attacking

students isn’t available. But we do have data on the disproportionately

high rates of out-of-school suspensions, expulsions and referrals to

the criminal justice system that black children experience in our

schools on a daily basis.

Due to a spike in crime by juveniles in the 1990s, social scientist

John Delulio propagated a myth of the rise of “superpredators.”

These superpredators were to be “radically impulsive, brutally

remorseless elementary school youngsters who pack guns instead

of lunches” and “have absolutely no respect for human life.”

This false panic paved the way for Zero Tolerance policies that

over-criminalized childish behaviors in schools. Consequently,

we’ve seen expulsions and suspensions almost double since then.

The Vera Institute reports that about 2 million secondary school

students are now suspended annually. Compare that to the fact

that just 3 million students graduated high school that same year.

Black and Latino students are suspended and expelled at much

higher rates than white students."

Standing for at least one-quarter of the day has been linked to lower odds of obesity, finds a new survey in Mayo Clinic Proceedings. But don't tell all those waitresses with sore backs and varicose veins.

Sedentary behavior (such as watching TV and commuting time) has been linked to negative health effects, so standing has become the latest health fad. What is missing is any real evidence that more time spent standing has protective health benefits.

A research team led by Dr. Kerem Shuval, Director of Physical Activity&Nutrition Research at the American Cancer Society, examined reported standing habits in relation to objectively measured obesity and metabolic risk among more than 7000 adult patients attending the Cooper Clinic (Dallas, Texas) for preventive medicine visits from 2010 to 2015. Specifically, the association between standing time and obesity was determined through three measures: body mass index (BMI), body fat percentage, and waist circumference.

The association between standing and metabolic risk was assessed via metabolic syndrome, a clustering of risk factors that increase the risk for heart disease, stroke, and diabetes.

They found that among men, standing a quarter of the time was linked to a 32% reduced likelihood of obesity (body fat percentage). Standing half the time was associated with a 59% reduced likelihood of obesity. But standing more than three-quarters of the time was not associated with a lower risk of obesity.

In women, standing a quarter, half, and three quarters of the time was associated with 35%, 47%, and 57% respective reductions in the likelihood of abdominal obesity (waist circumference). No relationship between standing and metabolic syndrome was found among women or men.

In 2001, athletes between the ages of five and 24 accounted for more than 2.6 million emergency department visits.1 With increased numbers of children involved in contact sports, it is no wonder that these incidents are increasing. Looking specifically at concussions, from the period of 1997 to 2007, the number of emergency department visits for 14- to 19-year-olds has more than tripled; between 30 and 58 percent of those visits were sports related. (1) With this increase in sports injuries-specifically concussions-it is important for emergency medical services (EMS) providers to have the knowledge, skills, and abilities to assess and treat concussions appropriately.

A concussion is classified as a mild traumatic brain injury (TBI).2 It occurs when an individual suffers a direct blow to the head or face. The mechanism of injury results in acceleration/deceleration and/or rotational forces on the brain, causing injury to multiple areas of the brain.3 These injuries can cause bleeding and bruising in the brain tissue, leading to multiple signs and symptoms of concern as well as permanent impairment. Because of the mechanics of most sports, the potential for concussion injuries is significant.

As an EMS provider, it is important to not only recognize the signs and symptoms of concussions but also to associate them with a potential diagnosis of concussion to ensure appropriate field treatment is initiated. When assessing a patient that you believe has a concussion, remember that fewer than 10 percent of athletes who sustain a concussion lose consciousness. (3) The signs and symptoms of concussion are often subtle and can mimic other medical conditions such as dehydration or stomach upset. Table 1 lists the signs and symptoms of a concussion and categorizes them based on the physical, cognitive, emotional, and sleep impacts. If EMS is called immediately following the injury, there is a chance that the patient may complain of only a few symptoms, making it harder to determine if you are dealing with a concussion. For this reason, it is important to conduct a thorough physical assessment and patient interview.

As with any call, focus your assessment on the immediate life threats. Once scene safety and appropriate personal protective equipment are in place, rule out the need for C-spine stabilization. In many sports-related injuries, precautionary C-spine stabilization may be recommended, but state and local protocols are rapidly evolving in this area. Follow your local protocols. Additionally, when a helmet or headgear is worn in sports such as football, baseball, hockey, wrestling, or lacrosse, consider maintaining or removing the helmet. Table 2 provides general criteria to help determine whether to maintain or remove a helmet.4

Although airway, breathing, and circulation assessment are high priorities, the interview and assessment of the patient's mental status will provide significant information on his status and the impact of the injury. Assess any patient suspected of having a concussion for retrograde (before the injury) and antegrade (after the injury) memory loss.5 The acronym SAMPLE can provide information on actions and activities prior to the incident such as last oral intake and events leading up to the incident. Interviewing coaching staff can help provide information on behavior and symptoms displayed after the injury as well as provide corroboration with information you obtain from the patient or bystanders.

As previously mentioned, it is quite possible to sustain a significant concussion with no loss of consciousness whatsoever. The ability of a field provider to conduct a thorough exam is limited, and the inability to make a diagnosis is fraught with potential for permanent disability should an athlete return to play and be reinjured. Any athlete with a suspected concussion must be removed from play and medically assessed either at an emergency department or by his personal physician. No athlete should be allowed to return to play following a head injury even if his signs and symptoms appear completely resolved.

SHARON SPRINGS, Kan. (AP) -- A Kansas high school football player who collapsed on the sideline during a game died Wednesday after being taken off of life support, a hospital spokeswoman said.

Luke Schemm had just scored the extra point after a touchdown when the 17-year-old ran to the sidelines and collapsed, his father, David Schemm, said at a news conference earlier Wednesday at Swedish Medical Center in the Denver suburb of Englewood, where the teen had been declared brain-dead.

..

"Luke, our beautiful gift from God, is no longer with us," Schemm said.

..

Hospital spokeswoman Nicole Williams told The Associated Press that Luke Schemm was "kept on life support so family and friends can pay their respects." She later confirmed that life support was withdrawn Wednesday afternoon and the teen was declared dead.

Brian McVay, superintendent and principal of Wallace County schools, said he didn't know why Schemm collapsed during the Eight-Man Division II game at Wallace County High in Sharon Springs, Kansas.

"The team was gathered on the sidelines getting ready to go for the kick. Before they even left the sideline, he just collapsed," McVay said. "But as far as why, I haven't had time to track that down."

The University of Colorado School of Medicine announced Friday that it was returning a $1 million gift from Coca-Cola after it was revealed that the money had been used to establish an advocacy group that played down the link between soft drinks and obesity.

Coca-Cola donated the money in 2014 to help establish the Global Energy Balance Network, a nonprofit group of scientists that urged people to focus more on exercise and worry less about what they eat and drink. Cokes financial ties to the group prompted criticism that the soft drink giant was supporting scientists as a way to shape obesity research, an issue reported by The New York Times in August.

In response to the article, Cokes chief executive, Muhtar Kent, disclosed that the company had spent almost $120 million since 2010 to pay for academic health research and for partnerships with major medical and community groups involved in curbing the obesity epidemic. Recipients included the American Academy of Pediatrics, which accepted $3 million from Coke to launch its healthychildren.org website, and the Academy of Nutrition and Dietetics, the countrys largest group of dietitians, which had received $1.7 million from Coke. After the disclosure, both groups said they were ending their relationships with Coca-Cola.

In a statement late Friday, the University of Colorado said it was returning the $1 million seed money that Coke had provided to set up the Global Energy Balance Network because the funding source has distracted attention from its worthwhile goal.

Obesity and related health issues are serious concerns for personal medical care and public health, the university said in the statement. The School of Medicine and physicians and researchers on the University of Colorado Anschutz Medical Campus are making significant contributions to the understanding of and care for these health-related issues and the source of funding for the network should not distract from their efforts.

Analysis reveals reasons for use of yoga, supplements, and spinal manipulation

People who practiced yoga or took natural products (dietary supplements other than vitamins and minerals) were more likely to do so for wellness reasons than to treat a specific health condition, according to analysis of data from the 2012 National Health Interview Survey (NHIS). Yoga users reported the most positive health benefits, compared to users of natural products and spinal manipulation. The analysis by the National Center for Complementary and Integrative Health (NCCIH) was published in a National Health Statistics Report by the National Center for Health Statistics.

"Though yoga seems to play the biggest role, people who use a variety of complementary health approaches reported better wellbeing," said Josephine P. Briggs, M.D., director of NCCIH. "This may suggest that people perceive more wellness benefit when they are actively involved in their health, for example by practicing yoga. More research is needed to better understand the ways yoga and other approaches impact overall health."

The NHIS is an annual study in which thousands of Americans are interviewed about their health- and illness-related experiences. The 2012 NHIS asked participants about their use of complementary health approaches and whether they used them to treat a specific health condition or for any of five wellness-related reasons. Participants were also asked whether this use led to any of nine desirable health-related outcomes. The survey results are based on data from 34,525 adults aged 18 and older.

This analysis provides estimates of selected wellness-related reasons for and outcomes from the use of three complementary health approaches: natural product supplements; yoga; and spinal manipulation. Yoga users were much more likely than users of other approaches to report specific wellness-related outcomes, such as feeling better emotionally. They were also the most likely to report exercising more, eating better, and cutting back on alcohol and cigarettes. While the analysis did not show why yoga users reported greater wellness, more than 70 percent of yoga users reported a "focus on the whole person-mind, body and spirit" as a reason for practicing yoga. Specific findings of the analysis included:

-- "General wellness or disease prevention" was the most common wellness-related reason for use of each of the three approaches.

-- More than two-thirds of users of all three health approaches reported that their use improved their overall health and made them feel better.

-- Nearly two-thirds of yoga users reported that as a result of practicing yoga they were motivated to exercise more regularly, and 4 in 10 reported they were motivated to eat healthier.

-- More than 80 percent of yoga users reported reduced stress as a result of practicing yoga.

-- Although dietary supplement users were twice as likely to report wellness rather than treatment as a reason for taking supplements, fewer than 1 in 4 reported reduced stress, better sleep, or feeling better emotionally as a result of using dietary supplements.

-- More than 60 percent of those using spinal manipulation reported doing so to treat a specific health condition, and more than 50 percent did so for general wellness or disease prevention.

"The NHIS is the principle source of health information on U.S. adults. Our results suggest that complementary health approaches may play an important role in promoting positive health behaviors, including those we know impact chronic conditions," said Barbara Stussman, statistician for NCCIH and author of the analysis.

A National Institutes of Health study found that non-invasive brain stimulation decreased calorie consumption and increased weight loss in adults who are obese. The findings suggest a possible intervention for obesity, when combined with healthy eating and exercise. Results were published in Obesity

Led by scientists at the Phoenix Epidemiology and Clinical Research Branch, part of NIH's National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), the team studied a total of nine men and women with obesity who resided in the Branch's metabolic ward on two separate visits, each for eight days. On each visit, the participants ate a weight-maintaining diet for five days. Then for three days, they unknowingly received either active or sham (fake) transcranial direct current stimulation, or tDCS. Participants then ate and drank as much as they wanted from computerized vending machines. Applied to the scalp, the active tDCS targeted the brain region controlling behavior and reward.

The four people who got the sham stimulation during both visits consumed the same number of calories from the vending machines on each visit and did not lose weight. But the five people who got inactive stimulation on the first visit, and active tDCS at the brain target on the second visit, consumed an average of 700 fewer calories and lost an average of 0.8 pounds on the second visit.

Next, the researchers will compare a group getting only active tDCS with a separate group getting only sham stimulation. More study is needed to confirm the safety and effectiveness of tDCS for weight loss.

BRIEF TRAINING INCREASES PEDIATRICIANS' USE OF SUBSTANCE ABUSE AND MENTAL HEALTH INTERVENTIONS

Two to three brief training sessions can significantly increase pediatricians' use of techniques for identifying and treating young people with potential alcohol, substance use, and mental health problems, according to a new study in a large pediatric primary care clinic. Collectively known as screening, brief intervention, and referral to treatment (SBIRT), such techniques could be important tools for preventing and treating these common problems among young people. The study also found that pediatric practices can improve support for patients who need these services by adding behavioral health clinicians to their teams. A report of the study, which was funded by the National Institute on Alcohol Abuse and Alcoholism (NIAAA), part of the National Institutes of Health, is now online in JAMA Pediatrics.

"This research provides valuable new information about strategies that might improve implementation of SBIRT in everyday pediatric practice settings," says NIAAA Director George F. Koob, Ph.D.

Underage drinking and drug use, which often coexist with mental health problems, are common and dangerous. Risks of heavy drinking in adolescence, for example, range from injuries and school troubles to long-lasting brain changes and dependence.

..

Research has shown that primary care physicians who conduct SBIRT with adult patients can reduce heavy drinking, its harmful consequences, and related health care costs. In recent years, mounting evidence has supported the use of SBIRT by primary care pediatricians to prevent substance use problems from starting or escalating in their young patients. However, physicians often face barriers to providing these services, including time constraints and a lack of training in SBIRT.

The new study, led by Stacy Sterling, Dr.P.H.(c.), M.S.W. at Kaiser Permanente Northern California in Oakland, compared practical ways to overcome both barriers in a general pediatric care clinic.

..

In a two-year trial that involved nearly 50 pediatricians and about 1,900 adolescents, researchers measured SBIRT use among three groups of clinicians.

..

"A 'pediatrician-only' group was offered three 60-minute SBIRT training sessions," explains Ms. Sterling. "In the clinic, this group was then expected to conduct full SBIRT assessments and brief interventions by themselves as needed."

..

A second group of pediatricians had one 60-minute training session. In the clinic, this group was expected to assess patients and refer them as needed to clinical psychologists who had been "embedded" into the practices to conduct interventions.

..

A "usual care" group of pediatricians served as controls. They had access to the same clinical guidelines and tools, but did not take part in SBIRT training or have embedded clinical psychologists in their practices.

..

The researchers found that, following SBIRT training, the pediatrician-only group was about 10 times more likely (16 percent vs. 1.5 percent) to conduct brief interventions with patients deemed at risk, compared with "usual care" pediatricians. In the group of SBIRT-trained pediatricians that worked in-tandem with "embedded" clinical psychologists the brief intervention rate was 24.5 percent, compared with 16 percent in the pediatrician-only group, and 1.5 percent in the usual care group.

"Both intervention arms administered more assessments and brief interventions than those in usual care," notes Constance Weisner, Dr.P.H., M.S.W., at Kaiser Permanente Northern California in Oakland, and the University of California, San Francisco, the principal investigator of the study. "However, overall pediatrician attention to behavioral health concerns was still low. Embedding non-physician clinicians in primary care could be a cost-effective alternative to pediatricians providing these services, and future analyses of the study data will examine patient outcomes and cost-effectiveness of the two SBIRT modalities."

Following 15 months of litigation, U.S. Soccer announced on Monday a brand new series of initiatives designed to reduce the number of concussions suffered by youth soccer players, including the limitation and/or outright banning of heading the ball for players under the age of 13.

Per the new protocol, children 10 and under will be barred from heading the ball during any official session practice or game while players ages 11 to 13 will be allowed to head the ball during games only.

"The United States Soccer Federation and the other youth member defendants, with input from counsel for the plaintiffs, have developed a sweeping youth soccer initiative designed to (a) improve concussion awareness and education among youth coaches, referees, parents and players; (b) implement more uniform concussion management and return-to-play protocols for youth players suspected of having suffered a concussion; (c) modify the substitution rules to insure such rules do not serve as an impediment to the evaluation of players who may have suffered a concussion during games; and (d) eliminate heading for children 10 and under and limit heading in practice for children between the ages of 11 and 13. The complete details of the initiative along with a more comprehensive player safety campaign will be announced by U.S. Soccer in the next 30 days...."

Protesters at the University of Missouri earned a stunning victory Monday morning when the schools top administrator bent to their demands and abruptly stepped down.

It is the right thing to do, system president Tim Wolfe said, announcing his resignation in the face of spiraling unrest on campus, including student walkouts and a week-long hunger strike, over incidents of racism and his administrations sluggish response.

In his speech, Wolfe was alternately contrite, confused and combative.

..

Why did we get to this very difficult situation? he asked It is my belief that we stopped listening to each other. We didnt respond or react. We got frustrated with each other, and we forced individuals like [hunger-striker] Jonathan Butler to take immediate action and unusual steps to effect change.

This is not, I repeat, not the way change should come about, he added.

It was as if American colleges had become the front line of the culture war: a battleground for civil rights akin to the occupied campuses of the 1960s.

There is clearly something happening this semester, said Angus Johnston, a historian of American student activism. Its building to a higher pitch over the course of this semester, in the past few weeks. Its definitely booming.

Johnston said student activism has been on the upswing for several years now. The Mizzou hunger strike may be the most dramatic of recent examples, but it is part of a broader phenomenon with roots in previous protests, particularly the Black Lives Matter movement, he said.

The boycott, which could have cost Mizzou more than $1 million, was widely cited as a significant factor in Wolfe stepping down. The system president mentioned it in his resignation.

The involvement of football players was an extraordinary development, Johnston said, but it built upon growing athlete involvement in the Black Lives Matter movement, particularly in Missouri, where African American teenager Michael Brown was fatally shot by a white police officer on Aug. 9, 2014, in the St. Louis suburb of Ferguson.

Several St. Louis Rams players entered the field with their hands up in homage to the slain Brown. Several current and former Mizzou players made similar statements.

There is also an even more direct line between Ferguson, Black Lives Matter and what happened at Mizzou: Jonathan Butler.

Butler, the hunger-striker and leader of the Concerned Student 1950 movement that ousted Wolfe, told The Post that he and some of his fellow demonstrators had protested in Ferguson. Butler said it had been a crucial education for him.

But race is just one of a trio of issues that are igniting American college campuses, Johnston said. The others are sexual assault and the soaring cost of higher education.
