Carbide Insert

Hey Guys,
Could someone out there school me on this little carbide cutter? I found a handful of them in some crap that I recently acquired. 0.250 wide, 0.368 long (face to face), 0.130 thick, and angle of 80 degrees. What kind of holder is used for this type of cutter? How can I tell if is new, used, sharp, or trash?

Looks to me like one for a small milling cutter. They cut on the acute corners only. The bottom left corner definitely looks over used, can't see the top right. Examine with a good light and magnifying glass to see if it still has an edge. Eddie
