Mike,
Please read through this pdf:
 
 
Make sure that the draw bar is moving when you engage the clutch:
It may be to tight. See page 2 of form 2003, adjust clutch, if after you adjust the clutch,
the drawbar does not move inwards when releasing, the clutch is stuck
and you will need to remove the apron and take the clutch out and disassemble it
for inspection. The spring should have enough force to release the drawbar when the
clutch lever is released.

The lead screw turns in forward and reverse.
