Description of Duties: The Cultural Resource Compliance Manager will be responsible for supporting the Department’s Project Evaluation Program (PEP) which provides environmental services through compliance with regulatory requirements and assuring that all Department projects comply with environmental laws. This position will advise, facilitate and plan the protection, preservation and management of historic and archaeological resources for Arizona Game and Fish Commission properties and activities.
Major duties will include:
· Coordinate the Department’s cultural compliance on all applicable State and Federal Historic Preservation and Antiquity laws and guidelines
· Review and approve project and property management plans to ensure compliance with cultural resource laws
· Lead coordination between the Department, SHPO and respective federal agencies on cultural resource projects and compliance
· Review and approve cultural inventory or project proposals and survey reports to ensure fieldwork and reports are complete and conform to guidelines
· Develop project planning to include cultural compliance needs and coordination
· Acts as the cultural resources liaison with other state, federal and tribal agencies to form partnerships related to ensuring the protection and preservation of cultural resources
· Manage and oversee consultant activities in relation to archaeological surveys, site flagging, monitoring, testing, and data recovery
· Performs other duties as assigned
Knowledge, Skills, and Abilities: The candidate must have knowledge of: State and Federal laws pertaining to historic preservation, archaeology and cultural resource management and coordination, administration of cultural compliance planning, organizing and preparation of documentation for cultural resources, methods and techniques of information for archaeology resources, principles, fundamental concepts and practices of cultural resource management.
The candidate must be skilled in communicating in a team environment including both written and orally, applying current scientific archaeological theory, methods and techniques in the identification, evaluation and preservation treatment of archaeological resources, working with complex project proposals and technical reports, project management, basic computer skills in GIS.
The candidate will be able to manage multiple tasks, while shepherding large projects through a complex and often changing process. To develop effective and positive interrelationships with all staff and with other partner agencies, analyze and prepare detailed cultural resource compliance reports and documentation, and work independently and as part of a team.
The candidate must be able to obtain an Arizona Antiquities Act permit and accompanying Repository Agreements, as issued through the Arizona State Museum (ASM), in addition to archaeological/cultural resource use permits which is issued by various federal agencies throughout Arizona.
The candidate will have a Master’s degree in archaeology, anthropology, or a closely related field and three years of professional or managerial experience in archaeology or cultural resources management and compliance or any combination of training and experience that meets the knowledge, skills and abilities may be substituted.
The ideal candidate will have experience coordinating and ensuring compliance for a natural resource or land management agency, including performing tribal coordination and project clearance or coordination with a state historic preservation office.
Position requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).
