SW Willow Flycatcher

If you didn't see it, this (Mon.) morning's U-T had a long article on the Southwestern Willow Flycatcher, starting on the front page and continuing on for most of p. A11. Most of it deals with its decline in the county and efforts to conserve it.
For those that did see the article, is it just me, or is there some question as to the ID of the bird in the photo on p. A1 that they're calling a Willow Flycatcher? The light on the bird is bad, so it might actually be a WIFL, but the color on the belly and the white chin would at least seem to make it look like some kind of Kingbird, or . . . ?
