Who was the big donor allegedly rewarded? And what does the reward have to do with the drastic cutback of postal service?

Mr. DeJoy was (and probably still is) a Trump donor.  He also owns several businesses which compete with the USPS for parcel delivery.  Parcel delivery is a money maker for the USPS.  And he can only be removed by the Postal Service's governing board.
