I did some more digging. Turns out to be outside interference. I was thrown off by the fact that the SDR1A didn't pick it up and some very strange behavior by SDR-Console.

The simple answer is yes and you will need an RSPduo if you want to simultaneously receive 2 signals which don't fall into the same 10MHz spectrum window. You will need to protect both antenna inputs
