Garry,  I would try this, download the current image from here, https://www.raspberrypi.org/downloads/raspbian/
I use 7 zip to unzip and use Balena Etcher to put the image on the micro card.  You will only need a 8 GB card.
This will be the final test to see if you can connect it to the router, otherwise might be a bad board.
