I might also mention the dd and xz also should work on WSL (Linux running under Windows 10).  I have the Ubuntu version installed and the commands are there.  I tested xz, but have not tested dd in this environment.

If the information you are using references  "W3DJS Raspberry Pi Ham Radio Image V2.0", it is out of date and should be discarded.

BalenaEtcher is available for Windows, Mac, and Linux but is not the only way to copy the image to a SD Card (or SSD/HD/USB Drive).

Linux (and Mac users) can uncompress HamPi_v1.0.img.xz  with
 xz -dv HamPi_v1.0.img.xz
Which will leave the file
 HamPi_v1.0.img
Then you can use dd to copy it to the SD Card with the input file being if=HamPi_v1.0.img 

MAKE SURE YOU ABSOLUTELY KNOW HOW TO USE dd, IF YOU DON'T, USE BalenaEtcher OR ANOTHER RAW IMAGE COPYING PROGRAM.  dd WITH THE WRONG ARGUMENT FOR YOUR OUTPUT FILE (of=) CAN OVERWRITE YOUR BOOT DISK.

If you want to use a USB attached drive for your boot drive on a Raspberry Pi 4, you need to upgrade the firmware, see https://tynick.com/blog/05-22-2020/raspberry-pi-4-boot-from-usb/  (This is a general Raspberry Pi issue, having nothing to do with the HamPi image.)

For windows users, 7zip will also extract the the image file to a .img.

Then any software the end user uses to burn the image file to their sd card will work.
