Rasp Pi Wifi not working
What brand is your wifi router? Some use hex which would be wpa-2 or wpe. If you use a cable router generaly the pi will automatically set it for you.

How to know rPI B+ is shutdown?
If your'e connected to a HDMI tv, once you see No Signal the B+ is shutdown. I'd recommend using the Run command from the start menu using sudo halt to make sure it's a clean shutdown.
