They are completely different hardware. If you ran an emulator it would be extremely slow. There are inexpensive native boxes, if you need native Windows or better find an equivalent Raspbian program.

Direwolf error - Temporary failure in name resolution
This looks like a DNS or network issue. Open a shell on your Raspberry Pi and run either dig noam.aprs2.net nslookup noam.aprs2.net And see if you get a result. If it returns an address try ping noam.

GPS time synchronization with several Pi's at different locations.
If one chooses a different product, the key is PPS. If the DRAWS™ HAT set of features are not wanted, there are other PPS solutions from folks like Adafruit's Ultimate GPS HAT, which also provide PPS.

That probably depends on how much RAM your Pi 4 has. Swap is just a place for the OS to place memory when there is insufficient RAM attached.

Direwolf can do the digipeater and igate natively. If this is a remote system (e.g. mountaintop) you can keep it pretty simple. A review of the User Guide will show you many capabilities.

I usually go with "Desktop Only" -- gives you GUI, but not office apps, etc. You can install many apps using apt-get, but they are usually older versions. It is better to get the newer versions direct
