Yes that was stated in the notes for this image, the hotspot is on by default at boot up. The thought was that this would be used in the field and be used as a hotspot for others to connect to. That was a choice by the author. Glad you are able to get it to stop properly now J

Seems that every time I reboot the Pi, wlan0 goes back to STOPPED state again and I have to re-enter KillHotspot to change it to "wlan0: Not associated" so that the DNS service is restored on eth0.
