Chief prosecutors office opens criminal investigation into train dispatcher over crash that killed 11 in Bavaria

.

A head-on train crash in southern Germany that killed 11 people and injured more than 80 was caused by a train dispatchers terrible human error, prosecutors have said.

.

The chief prosecutor Wolfgang Giese said on Tuesday that a criminal investigation had been launched against a 39-year-old man on suspicion of negligent homicide, bodily harm and interference with rail traffic.

.

Speaking a week after two trains collided at about 60mph (100 km/h) on a single track near Bad Aibling, Bavaria, Giese said his team believed the dispatcher had given a special signal which shouldnt have been given, thus overriding the automated stopping signal.

.

After the man realised his error, he had made two emergency calls to try to stop the trains but had been unable to prevent the collision, Giese said.

.

If he [the dispatcher] had behaved according to the rules, as he was obliged to, the trains would not have collided, Giese said.

.

The man, who was not identified, had started his shift at 5am. The crash occurred at 6.40am. Alcohol, drugs or illness had not played a role in the error, the prosecutor said.

.

The dispatcher, who has several years experience in his job, had initially refused to give evidence, but agreed to be interviewed on Monday.

Ten dead, 17 critically injured
after head-on train crash in Bavaria, Germany

(CNN) Ten people are dead and 17 are critically injured after a head-on collision between two trains in Germany's southern state of Bavaria Tuesday, police say.

.

At least 63 people on board suffered less serious injuries, police said. They said there were about 150 passengers on board the two trains.

.

The crash occurred shortly before 7 a.m. Tuesday local time near the spa town of Bad Aibling, about 60 kilometers (37 miles) southeast of the Bavarian capital of Munich.

.

The trains collided at a bend on the Mangfall Valley Railway, a single-track regional rail line between the towns of Rosenheim and Holzkirchen, German Transport Minister Alexander Dobrindt said.

.

"There's a curve there, so we must assume that the train drivers must not have been able to see each other beforehand," he told reporters at a news conference.

.

One of the trains had "drilled" into the other, he said, leaving a carriage "totally dismantled."

.

He described the scene as a "horrible picture," saying it was estimated the trains had been traveling about 100 kph (62 mph) at the moment of impact.

.

"This is a difficult hour for the railways in Germany," said Dobrindt, describing the crash as "one of the biggest we have had for years."

.

"We cannot imagine that such an accident can happen here," he said.

.

The two drivers of the trains appeared to be among the dead, although identification of the victims was still in progress, according to a statement from Transdev, the parent company of train company Meridian.

.

Upper Bavaria police tweeted Wednesday that no passengers were unaccounted for. Police had earlier said that they believed as many as two passengers were missing.

Welcome to Indoor Gardening Gypsy and this is a complex set of conditions you want for these plants. This list is a learn as we go discussion group
and I post news stories and information sources regarding plants weekly.

I have created a search for your plant specifications that uses some of your specifications but leaves scent and mess alone as you will read in sources you find about these kinds of factors and folks liking and disliking of scents varies from one individual to another. Beware of invasive species, however, as they may grow rapidly but they may take over your property to a far greater degree than you wish. I see vines like this on my ride to Temple University on the Fox Chase rail line in Philadelphia, Pennsylvania USA. These plants in some of the areas I pass have the ground and the entire circumference of tall trees entirely enveloped and are probably killing the trees in the process. I did include Australia in my search as I suspect that plants growing in Australia will be easier for you to obtain than plants found in other areas of the world.

Hello, I am trying to find a good creeper that grows fast, has a nice flower with a nice scent and doesn’t leave too much mess.  A good healthy vigorous and tough plant to put a bit of colour in my courtyard instead of brick walls.

RE: Metropolitan Destinations That Straddle International Borders : "Albeit Wikipedia"

On a tourism discussion group the question below was asked and an excellent response provided perhaps the only source out there with an answer, perhaps there are other sources of this information, perhaps not.
The key fact is that an apology of sorts was needed for this information as the answer provided came from the black sheep of academic knowledge in the minds of many academicians. DO NOT USE THE WIKIPEDIA AS A SOURCE IN YOUR PAPERS. Really?

The Question

"I am looking for examples of major urban destinations that straddle a national boundary.  In North America, Niagara Falls is an illustration.  Are there other examples of significant bi-national (border-crossing) destinations?"

Answer Source: Wikipedia

https://en.wikipedia.org/wiki/

OR

.

.

First of all, the question is a most interesting one and I am glad a good answer was found. It is no surprise that the Wikipedia was the source of this answer. The Wikipedia also suggests vocabulary that could be used in a search for this type of information with the phrase "multiple countries".

("tourist sites" OR "tourist attractions" OR "tourist attraction" OR "tourist destination") AND ("shared site") AND ("two countries" OR "dual countries" OR "multiple countries")

A search of Google Books with that search strategy produces limited results and offers at the end a link to get omitted results which finds 42 items. The relevance of all is poor it would appear scanning titles, the closest that I found in looking was about water management by two countries in Yellowstone Park

Connecting Place to Practice - Park Planning and Policy Lab.
www.parklab.uiuc.edu/Connecting%20Place%20to%20Practice%20DRAFT...
The two countries cooperate to manage these waters jointly and protect them for future generations. ...... river with Yellowstone National Park, texts centered on the Park as a tourist destination are .... Competing perspectives of a shared site.

http://www.parklab.uiuc.edu/Connecting%20Place%20to%20Practice%20DRAFT.pdf

"albeit Wikipedia"

This is a very mild statement of a much stronger edict heard from high school teachers and from college professors frequently. I am not advocating that tourism faculty change this rule for their students, I have actually encountered quite a few teachers at college who do not want any encyclopedia cited in student research papers despite the embarrassment of riches of scholarly subject specific encyclopedias in many subject fields.

http://tinyurl.com/hucsczo

https://www.google.com/search?tbm=bks&q=encyclopedia+OR+encyclopedias

OR

http://tinyurl.com/z69s42a

OR consider this link from Google Books

(encyclopedia OR encyclopedias) AND (tourism OR tourist OR tourists OR hospitality OR geography OR places OR countries OR country)

http://tinyurl.com/zqewdas

In all of these encyclopedias in Google Books, no such list of multiple country tourist sites was found with the search of Google Books by the strategy cited above.

Encyclopedias and the use of Google searches are the way in which the general public and also academicians gain a basic understanding or starting point for learning about an unfamiliar topic. The Wikipedia is probably the leading encyclopedia for this learning. Would student learning through research assignments be improved in the area of critical thinking and critical evaluation of sources if instead of banning the Wikipedia, citing Wikipedia articles came with the requirement of comparing the articles content and value with other encyclopedia articles or with the other sources cited in the research paper?

Actually, it may come as a surprise that the Wikipedia has been the subject or part of the topic of academic research quite extensively.

Answer Source: Wikipedia

All sixty-one people on board a flydubai Boeing 737 were killed when their plane crashed and burst into flames as it was landing in Rostov-on-Don, in Southern Russia, officials said.

.

The plane was making its second attempt to land in bad weather when it missed the runway, erupting in a huge fireball as it crashed.

.

"flydubai regrets to confirm that flight FZ981 crashed on landing and that fatalities have been confirmed as a result of this tragic accident," the airline said on its Facebook page.

.

The local emergencies ministry confirmed that all 55 passengers and six crew on board were killed.

.

"A Boeing 737 crashed as it was coming into land. There were 61 people on board. They are all dead," said a spokesman from the local ministry, quoted by the official TASS news agency.

.

The plane hit the ground a few hundred metres (yards) from the runway as it was making its second approach, Russian news channel LifeNews reported.

.

Footage shown on local media showed a huge fireball erupting from the crash site.

.

It was raining hard and a strong wind warning had been issued by the local emergencies ministry, TASS said.

.

"The Boeing 737 on the Dubai to Rostov-on-Don route caught fire (after crashing)," an official statement from the emergencies ministry said, adding that it took an hour to bring the blaze under control.

LLAWAY, Minn. - Flames from a train derailment and propane explosion late Thursday, March 24, have finally been extinguished, hours after the initial tanker truck and train collision here around midday started a fire that raged through the night.

.

Friday morning, crews were working on cleaning up the scene. Firefighters have now left the area.

.

Latest: Residents allowed to return to homes in Callaway after train derailment, explosion

.

Two railroad employees were sent to a Detroit Lakes hospital for non-life threatening injuries after the collision, but were released on Thursday.

.

Around 10:20 p.m. Thursday, an explosion shot a ball of flames above the site. No one was injured due the explosion.

.

The midday collision and resulting fire prompted the evacuation of Callaway, a town of about 200 people, 12 miles north of Detroit Lakes.

.

The propane tank, pulled by the semi, caught fire when the truck collided with a northbound Canadian Pacific train in town at 12:25 p.m. The trucks cab separated from the tank.

.

Throughout the day Thursday, firefighters were constantly pouring water onto the blaze. Crews were allowing fuel to burn off and were venting the tank, Grabow said.

.

The fire posed an even greater danger because it was just 150 to 200 feet away from a larger propane tank that sits next to the Callaway grain bins, Grabow said.

DATE: Callaway, MN (WDAY TV) - Flames from a train derailment and a propane explosion has been extinguished and firefighters are no longer on the scene.

.

Two railroad employees were sent to a Detroit Lakes hospital for non-life threatening injuries, but were released on Thursday.

.

UPDATE: Callaway, MN (WDAY TV) - An explosion shook the ground in Callaway as a large propane tanker continued to burn around 10:30 p.m. tonight.

.

No word on any injuries.

.

That's the semi tanker that was filled with 10,000 gallons of propane when it was hit by a train about 12:30 p.m. this afternoon.

.

Crews have been dousing the tanker trying to keep it cool as the propane burns off. Homeowners will not be allowed back into their homes in Callaway until at least noon tomorrow.

.

Callaway, MN (WDAY TV) - More than 200 people in a rural Becker County town won't be allowed home tonight.

.

Crews are approaching their 10th hour on scene in Callaway fighting fires still burning from a freight train-tanker truck collision.

.

One locomotive and seven empty rail cars derailed. Miraculously, the truck driver walked away uninjured. Two train crew members suffered non-life-threatening injuries.

.

That tanker truck was carrying 10,000 gallons of flammable propane. It could be many more hours before crews can fully extinguish it.

.

All of the homes and businesses in Callaway are empty tonight, but a steady stream of fire trucks are running back and forth with water to douse that propane truck.

.

The flames are threatening to catch another nearby 9,000 gallon propane tank on fire.

.

"It's just not something you think will ever happen in your town," said Gretchen Stalboerger, Callaway Mayor.

.

The number of emergency vehicles flooding Callaway Thursday rival the number of people who live in the tiny town.

.

"You wouldn't even think that many people would be responding to a little fire in Calloway."

.

That little fire is posing a big danger. Virtually every fire crew from Becker County, and many neighboring agencies, are hauling in lake water to douse a tanker truck full of propane.

Gov. Mark Dayton on Saturday is visiting the small northwestern Minnesota town where a train and propane truck crashed, keeping residents out of their homes for almost 24 hours.

.

Dayton will go to Callaway in Becker County in the morning to meet with community members, local elected officials and representatives from the rail company.

.

The visit comes two days after the 237 residents of Callaway had to leave their homes after the crash and derailment about 12:25 p.m. Thursday.
Residents were allowed to return home at 10 a.m. Friday.

.

Firefighters from 21 fire departments and eight law enforcement agencies were sent to douse the flames. U.S. Highway 59 near the track was closed between Becker County roads 14 and 26. Callaway is about 190 miles northwest of the Twin Cities.

.

The railroad reopened for train traffic at 9 a.m. Friday.

Renfe has a huge opportunity. We now have the chance to become a great international railway operator, Mr Vquez told the Financial Times in an interview. But we need to show that we can be efficient in our own country, otherwise we wont get any contracts from abroad.

.

The companys turn towards profitability follows a difficult period for Renfe, and a torrid one for the broader Spanish economy. Less than three years ago, the operator suffered one of the deadliest rail crashes in Spanish history. Seventy-nine people were killed and 140 injured when a passenger train derailed close to Santiago de Compostela, apparently as a result of human error.

.

The crash happened just as Spain was emerging from a deep recession brought about by a decade-long debt-fuelled construction bubble. Along with hundreds of thousands of empty homes and a string of vanity projects, including ambitious museums and ghost airports, the boom left Spain with one of the best high-speed rail networks in the world, along with lavish new stations and top-of-the-range rolling stock.

.

The days of heedless expansion are long gone, and some Spanish politicians are calling for funds already earmarked for the completion of the countrys high-speed network to be spent on education instead. The legacy, however, is there: only China and Japan boast more kilometres of high-speed railways than Spain.

IN PICTURES: Heritage Trams Hit the Rails Once Again

13:30Sunday 27 March 2016 20:00Friday 25 March 2016

Blackpools trams are as much a part of the towns heritage as the Tower.

Back in 2012 when the 100m new tramway was unveiled with its fleet of shiny state-of-the-art Flexity trams, it seemed the writing was on the wall for the old bone-shakers dating back to the 1930s.

.

That is until Bryan stepped in determined to preserve this piece of history.

.

This year 22 of the old trams will ply their trade on the seafront, more are in the workshops at Rigby Road being restored and plans for a tram museum on the site are moving forward.

.

And the first services started rolling this weekend.

.

The 2016 heritage service has officially launched today, with Easter Sunday seeing the introduction of a Marton Box Car tram, on loan from the North Easts Beamish Museum.

.

It is a remarkable turnaround, and one which the public clearly supports because the heritage service is now covering all its own engineering and operational costs.

.

Nothing would be possible without the huge support of tram enthusiasts both locally and from around the country.

.

Bank managers, IT experts and train drivers willingly spend their weekends as volunteer drivers alongside the paid staff, and trained to a high standard.

.

snip

.

Bryans fervour is catching though, with the likes of the Lofthouse family of Fleetwoods Fishermans Friend among those who have donated substantial funds towards restoration.

.

Their contribution is going towards refurbishing the Illuminated Trawler which after a couple of years out of service will be back as part of this years Illuminations.

.

It will boast twice the number of lights on it as before - 12,500 energy-efficient LEDs using the same lighting system as the Tower.

.

Bryan said: We wanted something that would have a real wow factor. I want it to be the star of the show and I think it will be the brightest thing on the planet when it is finished!

Railroads that move oil and other hazardous materials through Minnesota would face stricter disclosure requirements about their disaster plans under a bill moving through the Minnesota Senate.

.

Members of the Senate transportation committee advanced the measure Friday on a voice vote. It goes next to the finance committee.

.

A 2014 law required five railroads to submit detailed emergency response plans to the state last summer. But many local emergency officials are still complaining that theyve never seen the plans or have limited access.

.

Hennepin County Emergency Management Director Eric Waage told lawmakers that local emergency personnel need unfiltered and timely access to the railroad plans.

.

Often when we can get information it is too generic to be useful at the local level, or its heavily redacted and missing key information, or its accompanied by nondisclosure agreements that make planning with other agencies and entities impossible, Waage said.

.

Rick Larkin, emergency management director for the city of St. Paul, said he needs the plans to properly do his job. Larkin held up blacked-out pages he received from one railroad after requesting its plan.

.

Your community emergency managers need to know whats under this black spot, Larkin said.

.

Lobbyists for two railroads spoke against the bill.

Whatever Pappened to ... Early Salt Lake City trolleys

The Once-Popular Transit Option Lay Dormant for Decades
Before TRAX Reinvigorated Rails In The 20th Century.

By LEE DAVIDSON

First Published Apr 01 2016 06:06PM

The Salt Lake Tribune

http://www.sltrib.com/home/3689666-155/whatever-happened-to-early-salt

.

.

Back in 1914, Salt Lake City streets hummed with electric trolleys traveling on 145 miles of track, carrying 38.9 million passengers a one-year record that remains intact to this day. It was estimated half the city's residents rode trolleys daily.

.

A hundred years later, in 2014, the Utah Transit Authority had 46.8 miles of TRAX and streetcar track (a third of 1914 numbers), providing 19.5 million rides (half the 1914 ridership, although the modern population is much larger). U.S. census estimates say 3.5 percent of Salt Lake City-area commuters now use transit (including trains and buses).

.

The advent of the car and bus killed trolleys by the mid-1940s. A half-century later, concerns about traffic congestion and air pollution resurrected them.

.

Before they temporarily disappeared, the old trolleys made some fascinating turns through history including using mule power, having separate trolley companies compete for riders on parallel lines sometimes a block apart, and seeing service stretch up area canyons (which some transit advocates want again).

Mules The first trolley appeared in Salt Lake City on July 17, 1872, built by the Salt Lake Street Rail Co., which was formed by prominent Mormons including two sons of Brigham Young who were LDS apostles: John W. Young and Brigham Young Jr.

.

Two mules pulled a car on tracks from 300 West at South Temple to 300 South at State Street. A ride cost an expensive 10 cents and was slow but novel.

.

Historian Michael Lane wrote that a popular saying in the city then was, "If I have the time, I'll take the streetcar; if not, I'll walk." Still, newspapers reported that 400 to 500 people were riding the line daily.

.

Service expanded quickly, including a first extension in 1873 to Warm Springs at 200 West and 800 North. Soon the mule cars would reach all parts of the city. Fares eventually dropped to 5 cents and later went for even less with the purchase of books of tickets.

.

But some problems came with the mules.

.

Sometimes they would refuse to move. Other times they would run away. A Salt Lake Tribune story on Nov. 18, 1873, told how two mules, named Sin and Misery, were frightened and dashed down South Temple, scattering bystanders as passengers jumped clear. When the driver and conductor finally abandoned ship, the mules simply stopped.

'Streetcar City' Since 1861

FIRST POSTED: SATURDAY, APRIL 02, 2016 12:24 PM EDT

UPDATED: SATURDAY, APRIL 02, 2016 12:33 PM EDT

News Toronto

Toronto Sun

http://www.torontosun.com/2016/04/02/streetcar-city-since-1861

.

.

Toronto has been a streetcar city for more than a century and a half. It all began in 1861 when the first horse-drawn, steel wheel on steel rail cars began hauling paying passengers between St. Lawrence Hall at Jarvis and King and the Yorkville Town Hall on the west side of Yonge St. north of a countryside dirt road that people started calling Bloor St.

.

Electric power replaced horse power in 1892. Less than 30 years later, the province decreed that private operation of the citys fast-growing streetcar service be turned over to the city and in 1921 the TTC went into business.

.

Over the years there have been several attempts to rid the city of its streetcars, but for whatever reason (or reasons) they are still, as a former general manager of the TTC pronounced, pound for pound, dollar for dollar the most efficient way to move people.

Dispatcher In Deadly German Train Crash
Was Playing Game On Phone, Prosecutors Say

A German train dispatcher was playing a game on his cellphone shortly before he misdirected two trains, causing a head-on collision that killed 11 people, according to prosecutors.

.

The dispatcher may face charges of negligent homicide, according to Reuters and The Associated Press though he insists he was not distracted by the game.

.

The February crash involved two trains, both traveling at speeds as high as 62 miles per hour, hurtling directly toward each other. They met at a curved section of track in a wooded area, as Bill reported at the time, and the drivers might not have been able to see each other.

.

snip

.

Last month, a German official announced that mistakes by a signal operator were responsible for the crash: Bavarian Interior Minister Joachim Herrmann told Bild magazine it was "a particularly tragic chain of two mistakes," Deutsche Presse-Agentur reports.

.

First, Herrmann said, the dispatcher mistakenly gave two trains traveling in opposite directions the go-ahead to travel down the single track.

.

Then, realizing his mistake, the signal controller attempted to warn the trains about the error. But he pressed the wrong button, alerting another dispatcher instead. By the time he realized that mistake, it was too late.

Dispatcher Playing With Cellphone Is Faulted in German Train Crash

BERLIN A railway dispatcher apparently caused the deadly collision of two trains in the German state of Bavaria on Feb. 9 because he was playing a game on his cellphone until just before the accident, according to state prosecutors.

.

snip

.

On Tuesday, Mr. Giese issued a warrant for the dispatchers arrest. He is expected to be charged with involuntary manslaughter, as well as violating work rules.

.

The latest investigation shows that, in violation of the railway work rules, the accused switched on his mobile phone during his shift on the morning of the accident, started an online computer game and played actively for an extended period of time until shortly before the collision, Mr. Giese said in a statement.

.

On the basis of the timing, one must assume that the attention of the accused was diverted from regulating the traffic on the railway, the statement added. Because of this distraction, the accused made some false assumptions about where the trains might cross, gave the wrong signals to the trains and entered a false combination for an emergency call to the trains, so that the drivers never heard those signals.

.

The dispatcher admitted to having played a game, but he told a court in Rosenheim on Tuesday that his attention had not been diverted, the statement said.

MILTON For residents of the towns of Clinton, Bradford, Harmony and Johnston, emotions are running high and rumors are rife about a high-speed rail line proposed for the area.

.

In March, Great Lakes Basin Transportation announced that it was interested in building a rail line from west of Milton to La Porte, Indiana.

.

On Monday, the Surface Transportation Board will be in Janesville for a scoping hearing" to take comments about the environmental impact of the project.

.

In advance of that meeting, The Gazette reached out to Great Lakes founder Frank Patton, company President Jim Wilson, and the Surface Transportation Board for answers to some of the questions people have raised about the proposal.

.

Q: How fast will the trains go?

.

A: It depends on what the trains are hauling. The tracks will be built to handle trains going 70 mph, Wilson said, but a train's speed is determined by what it is carrying.

.

Most trains traveling on the proposed line would be going between 40 mph and 60 mph, Wilson said.

.

snip

.

Q: How much will it cost?

.

A: Between $6 billion and $8 billion.

.

Q: Who will pay for it?

.

A: Private investors, Patton said.

.

Q: What about the future of bridges and other infrastructure? The town of Bradford and other rural towns have struggled to get railroad companies to pay for repairs or replacements to railroad bridges, with the companies insisting they weren't responsible.

.

A: Patton said his company was committed to future repairs.

.

These are Great Lakes' bridges. We will be responsible for them, Patton said. No ifs, ands or buts.

.

Q: What will the landowners get?

.

A: Patton said his company is willing to pay $20,000 an acre, significantly more than the usual asking price for farmland.

.

snip

.

Q: If the feds approve it, could land be taken by eminent domain?

A: Yes.

.

snip

.

Q: What's the purpose of the line?

.

A: It can take up to 30 hours for a train to get through the freight yards of Chicago. The Great Lakes Basin line would bypass Chicago, Patton said.

.

Patton said it's about economic development. Imagine a situation, he said, where a company wanted to use Janesville's General Motors plant.

.

This guy comes to Janesville and says he's going to make this huge investment here, Patton said. He doesn't just want to sell his products around here or in the United States. He wants to sell them to the world. So the question he's going to ask is, 'How much is it going to cost me to send this from Janesville to the world?'

.

With the current rail situation, it could take about a week to get to the port of New Orleans.

.

With the rail line, that time could be reduced to 40 hours.

.

All that time sitting in rail yards costs moneyit's like having a taxi with no riders, Patton said.

.

Q: What would the railroad haul?

.

A: Anything that a railroad hauls, we would haul, Patton said. A railroad can not say to the federal government, 'We're not going to handle that.'

Death Rode the Rails: Worst Rail Disasters - Train Wrecks Documentary

.

A train wreck or train crash is a type of disaster involving one or more trains. Train wrecks often occur as a result of miscommunication, as when a moving train meets another train on the same track; or an accident, such as when a train wheel jumps off a track in a derailment; or when a boiler explosion occurs. Train wrecks have often been widely covered in popular media and in folklore.

.

A head-on collision between two trains is colloquially called a "cornfield meet" in the US.

.

For a fatal train wreck, the possible sentences are either life imprisonment without the possibility of parole, or even the death penalty. The willful wrecking of a train is punishable by death or life imprisonment without parole by the United States federal government.

The Wreck of Amtrak 188:
What Caused the Worst American Rail Disaster in Decades?

The Wreck of Amtrak 188
What caused the worst American rail disaster in decades?

By MATTHEW SHAER

January 26, 2016

New York Times

http://www.nytimes.com/2016/01/31/magazine/the-wreck-of-amtrak-188.html

.

.

Ill describe it to you this way, says Sarah Feinberg of the Federal Railroad Administration. If a train is traveling in an area where P.T.C. isnt in place and working as a backstop, youve got a situation where an engineer has to execute everything perfectly every hour, every day, every week. All the time. Because the slightest, smallest lapse can mean disaster.

.

snip

.

The spring of 2015 was a fractious time for Northeast Corridor engineers. In March, over the objections of the unions, Amtrak had cut the time engineers were allowed between daily runs, from an average of roughly two and a half hours to, in many cases, 90 minutes or less. Amtrak employees foresaw disaster: Forcing shorter breaks, day after day, between runs increases fatigue-related risk and the potential for loss of focus, Edler, a member of the Brotherhood of Locomotive Engineers and Trainmen, wrote in an open letter to Amtrak brass.

.

According to other engineers, Bostians couplet on May 12 a run down to Washington and a run back to New York was one of the routes affected. (Amtrak declined to comment on any changes to Bostians schedule but did say that from time to time, [the company] revisits crew assignments to look for efficiencies, improve crew rest or to reflect changes in train operations.) The new route had his Acela 2121 arriving at Union Station at 4:53 p.m. and, after a change of trains, pushing off at 7:10 onboard 188s Cities Sprinter. If all went well, that would leave him roughly two hours in Washington.

.

But just minutes after the Acela 2121 left New York, Bostian encountered a problem with his cab signals, an internal device that automatically displays information about obstacles or other trains ahead. Without a functioning signaling device, Bostian was forced to reduce the top speed on the 2121, his eyes fixed on every wayside signal for indications of trouble ahead. It was an onerous task. He arrived at Union Station half an hour behind schedule. His actual break time the time he would have to himself, to eat a sandwich or make a phone call was all but obliterated, and an Amtrak colleague has since described a collective sense that Bostian was frazzled on arrival.

.

snip

.

On the evening of May 12, at least two trains were struck by objects near Frankford Junction. One was a southbound Acela, which was reportedly hit at around 9:05 p.m. The other was a Septa train headed to Trenton. The Septa engineer, who called in the incident just minutes before 188 derailed, immediately put out a hot track warning, indicating to all oncoming trains that there was dangerous activity in the area.

.

According to an assistant conductor onboard Amtrak 188, who later spoke to the National Transportation Safety Board, Bostian heard the hot track warning and replied that he had been hit by something as well. By then, Bostian would have been opening up the throttle, preparing for the last straightaway before Frankford Junction.

.

It was a tricky series of maneuvers for even the most experienced engineer: speed up out of North Philadelphia Station; slow for a gradual curve at North Second Street; throttle open again for the straightaway, where the speed limit is 70 m.p.h.; and dump speed for the sharp 50-m.p.h. curve.

.

Instead, Amtrak 188 continued to accelerate on the straightaway 90 miles per hour, 95. Near the entrance to the curve, it hit 106 m.p.h., more than twice the posted speed limit. At the last moment, Bostian activated the emergency brake, but it was too late: The 98-ton locomotive and the seven cars and the 250 terrified passengers were now traveling on their own momentum, free from the rails, lurching rightward into the earth and forward into the surrounding darkness.

.

snip

.

Gotbaum made one more pass through the car, stopping in front of a woman who appeared to have been crushed by a loose seat. She was not moving. One of her legs protruded from the wreckage at a bizarre angle. There was nothing more that Gotbaum could do. The smoke was thickening; visibility was almost nil; his lungs were stinging. He headed for the window.

.

It is unlikely that even had he known to look for Justin Zemser, Gotbaum would have found him. According to a lawsuit filed by the Zemser family, Justin was launched from the train car as it overturned. His injuries included skull, sternum and spine fractures; cardiac lacerations; and a punctured aorta. A seat over, Darby would emerge with scrapes and bruises. Two bodies in motion, they followed radically different trajectories, governed by physics and maybe fate Darby landing in a heap inside the train and Zemser ejected from it.

.

At around 11 p.m., Richard Zemser received a phone call from his brother Howard. Justin had been on the train that derailed in Philadelphia, and Howard hadnt heard from him. I thought, Well, maybe his phone is lost, Richard told me. But as the hours went by, it was clear to me something was wrong, because Justin was so close with his parents, and he would have found a way to get word home, even if it involved hunkering down and building a radio, like Marconi.

.

Worried, Richard phoned a precinct house in Philadelphia. An officer there promised to call Richard if he heard anything. At around 6 a.m., the phone awoke Richard. Emergency medical workers had found Justins body, identified by his dress whites and name tag. Richard promised to notify his brother and his sister-in-law, and set down the receiver.

.

I dont often shed tears, Richard recalled, and so I measure my sadness by the size of the lump in my throat. Im going to tell you right now, ever since I got that phone call, this damn lump has not stopped growing.

.

snip

.

In the harsh glare of the temporary light fixtures, hundreds of emergency medical workers were at work, escorting those who could walk to waiting police and E.M.T. vehicles and helping to carry those who could not. By dawn, hundreds of survivors were safe in local hospitals, and a grimmer phase of the recovery was underway.

.

snip

.

Its easy to see: a rattled young engineer finishing the second leg of a frustrating couplet, aboard a racehorse of a high-powered locomotive he was still growing accustomed to. A notoriously tricky piece of track. And a moment of distraction at precisely the worst time.

.

Perhaps the most tragic aspect of the wreck of 188 is that it could have been avoided, or at least mitigated, had the right safeguard positive train control been in place. Renewed pressure has been brought to bear on the industry by P.T.C. advocates like Robert Sumwalt of the N.T.S.B. and Sarah Feinberg of the Federal Railroad Administration. (The agencies have been pushing for the technology for decades.) My hope, Feinberg told me recently, is that the derailment was our long-overdue wake-up call that we need P.T.C. that we owe it to passengers and rail staff to have it online.

.

AMTRAK DERAILMENT OPERATIONS: THE FIRST 24 MINUTES

10/29/2015

BY VINCENT P. MULRAY

http://tinyurl.com/gm4hc6g

.

.

On the evening of May 12, 2015, as I was documenting daily staffing and reviewing incident reports, just a few miles to the east, on one of the busiest and fastest rail lines, a passenger train was departing from the 30th Street Station and heading to New York City. At 9:28 p.m., the public address system at the Kensington and Castor Avenue fire station dispatched my resource identifier-Battalion 10. Within a minute, I was heading to a passenger train derailment that would challenge first responders and supporting agencies.

.

Phil McLaughlin, a Philadelphia (PA) Fire Department retired deputy commissioner, often said, "Experience is our hardest teacher-it gives us the test first, then the lesson," emphasizing the benefits of simulated emergency incident training and the study of past emergency responses. Our department was tested on that night when Amtrak Train 188, traveling at more than 100 miles per hour, derailed and crashed at Frankford Junction, killing eight passengers and injuring more than 200 others. At 9:28 p.m., a full box assignment-four engines, two ladder companies, two battalion chiefs, one rescue, and one medic unit-were dispatched to Coral Street and Wheatsheaf Lane for a train derailment. Additional information requested en route identified it as an Amtrak passenger train. My past work experience, running passenger trains on these same tracks and doing extensive research on passenger train crashes, train bombings, and assessing the Center City commuter rail tunnel, would all serve as a base of knowledge required for this incident.

How the Denver-to-DIA Train, Opening Friday,
Will Change the Metro Area Forever

The electrificed commuter rail line promises to take passengers nearly 23 miles to DIA in 37 minutes

Twenty-three miles. Thirty-seven minutes. Nine dollars.

.

That's the distance, the duration and the price of a one-way trip between Union Station and Denver International Airport on the A-Line, which opens Friday.

.

The Regional Transportation District's train to the airport is a major new option for thousands of daily travelers, who until now had to rely on taxis, ride-hailing services, buses and their own vehicles to get to DIA.

.

The $1.2 billion project, the first commuter rail line in Colorado, is the culmination of a plan hatched approximately three decades ago, when the idea arose of moving Denver's airport from its old Stapleton location to a new site on the outskirts of the city.

.

Civic and business leaders characterize a train to DIA as a game-changer for the city and state, launching the metro area into a whole new tier on the international stage.

.

"If you're going to have a world-class city, you have to have a rail line from your airport to your city," said Andrew Goetz, a professor of geography at the University of Denver who specializes in transportation and transit systems. "It's kind of an expectation people have now: Is there a rail connection?"

.

Denver joins fewer than 20 cities in the United States among them Seattle, Salt Lake City and Minneapolis with a train to the airport. But Denver's line has advantages over most of the others, Goetz said. The high-speed electrified commuter rail (the A-Line can reach a top speed of 79 mph), has only six stops between Union Station and DIA to slow it down, and it pulls right up to the airport without the need for a people-mover, shuttle bus or lengthy hike to get from baggage claim or check-in to the train platform.

.

In fact, DIA is working toward putting in place a bag drop and providing kiosks to print out boarding passes at the platform, making it possible for travelers to head up the escalator and jump right into the security line.

.

"Denver is going to have one of the better ones in the U.S.," Goetz said.

.

Kim Day, DIA's chief executive officer, said the new train line places the airport shoulder to shoulder with some of the premier airports in the world.

.

"The addition of the commuter rail will no doubt elevate our status among the global cities that offer this type of connectivity to their airports," Day said. "This means that we are no longer competing with Dallas and Chicago, but we are now competing with Zurich and Paris and other international airports."
