In fact, the Marconi 'Short Wave beam' stations were mainly in operation several years before SSB got used on HF. See the section on SSB History in 'Single Sideband Fundamentals and Principles' by Pappenfus et. al., McGraw-Hill, 1964, and the references.

In a nut shell, it was the methodology first employed by HF wireless beam stations, the types of crystals that
were available in 'olden days' and the associated drive equipment.
As a consequence LSB was used up to 10Mc/s and USB on higher frequencies.
