I've suggested that Josh host files on Amazon S3 (or another file sharing service) instead, because I've had the same problem. In the past I've been able to download files from QSI only by using wget on a Linux box in a datacenter connected directly to the Internet backbone. (And then I'll use SFTP to transfer the file to myself.)
