I suggest to try the following:
- double check ATmega is properly seated in socket
- resolder socket pins in case there is a dry-joint
- resolder display pins in case there is a dry-joint
Fairly quick

Re: 10W HF PA Kit: TX on Low input. How best to implement?
Hi all
The LPF kits http://qrp-labs.com/lpfkit are for 10W.
If it says 5W somewhere in the documentation I need to find that and correct it.
The capacitors have 50V rating.
5W is 45V pk-pk, or 22.V

I'm sure you will be okay with T37 at 10 watts, also, it's the temperature rise due to losses that limits power capability of these cores I believe, based on this

Does anyone know if the QLG2 can be put on Back Order rather than be replaced by the QLG2-SE ?
I have tried to email Hans through the QRP Labs web site but it keeps getting rejected.
