This is a tough one. We have time zones, different power levels, and different qcx bands.
Lets see 3 natural qcx approx levels are common. 4 watts, 25 watts on 13.8 volts and 50 watts on 24 volts.

Hans does run these voltages somewhat higher than recommended.
Are you sure your meter does not read high making it look worse?
If you are happy with the 5V then making R5 around 27K will bring

I'm building the ProgRock. Step 8 Test the voltage regulator. . . My test results are 5.23v, which is within the 5% +/- and 3.8v, which isn't. Are these voltages 'close enough' or what do I need

Forgot about frequency difference going in opposite directions. I.e. output freq goes down as you tune up.
