When the LCD displayys a single row of blocks , I took a reading and this is what I get when compared to the manual. This is running off a 12 V PSU

Doug I presume you have your menus done correct assigning each band to band position on the LPF and activating each band. 0 is on the main board and 1 to 5 on the lpf board.

Using 5Watt PA on 6 and 2meters.

Has anyone done mods to use the 5Watt PA on the lower VHF bands 6 and 2meters?
The assembly instructions hint that is may work on those bands.
The suggestion of substituting the IR510 for the RD15HVF1

I just checked again and all the jumpers appear to be correct and all the LPFplug-ins are in
the correct position.... The LPF socket on the transmitter can be empty? Correct???

Touching a soldering iron to both sides of each pin might be a good step, but be careful that you do not lift a solder pad.

Just put a piece of wire into the antenna socket and place it near the crystal. Tune around 20Mhz, usually about +4KHz.
Sometimes a counter will stop oscillation.

The builtin test circuit for receive alignment is amazing, don't deprive yourself its enjoyment. The only caution is watching it rescale the lcd display, but it shows a different numeric level.

And remember - trying to measure watts at the FET finals is meaningless as the waveform there is square. Meaningful RF readings can be found only downstream of a properly functioning LC circuit (LPF).

I tried powering it off a battery and a working power supply.
I tried the approach of listening to the oscillator but I didn't hear anything on my SDR but this could also be due to a bad antenna
