There appears to be a lot of variation by country. So be careful how the experiences are applied if outside DL. I even heard of many German deliveries where there were zero customs to pay. So everything seems very inconsistent. 

Here in Turkey there are zero FedEx admin charges. I ordered 5 prototype QDX Rev3 PCBs from in a China. They cost $5 plus $19 FedEx shipping. When they reached Turkey, I received an email from Turkish FedEx asking me to make a bank transfer for the 18% KDV (which is VAT, Sales tax). The amount was the Lira equivalent of just under US$1. No additional fees or charges. I made the bank transfer and emailed the receipt, and the boards arrived a couple of days later.

the advantage of DHL obviously is, that they don't try to systematically raise money from the receiver. Whenever the customs dont charge VAT it simply is delivered. If FEDEX systematically makes a customs declaration, that means quite some paper work and at the labor cost nowadays that quickly adds up.
