The short answer is no it is not a 200watt dummy load. You have 20 5watt resistors = 100watts. It should be fine on 100watts. Depending on spacing that resulted from the change in resistors, it may be proportional in handling over driving beyond the design of the resistors.
The bigger question is if the resistors are metal film and RF rated. I would scan the dummy load with a VNA (NanoVNA) to verify the frequency response.
