Due to the fact that WSPR was first used with a SSB RXTX set to USB the Dial Frequency of that RXTX is quoted. WSPR then uses 1400-1600Hz modulation frequencies. The resulting RF is therefore 1400-1600Hz above the SSB "Dial Frequency". (Dial frequency = zeroHz modulation, USB modulation is above that frequency.) The actual filter characteristics used is not really relevant as long as it lets these signals through. SSB of course does not feature with stand-alone transmit gear like the U3. That's where the confusion starts.
