If it is 64 bit, should be in c:\program files\, I think. C:\Program Files (x86)\ for 32 bit. Might not be correct on that though.
In any event, that was just curiosity. 32 bit and 64 both work

I'm afraid I do not get these problems in my tests. I have latest window 10 running.
I don't have the programs you have, but I tested with winword, edge, chrome and of course configure commandlists.

The commands are for my most often used programs, (as well as menus and ppro item short cuts.)
like: C:\Program Files\Mozilla Firefox\firefox.exe, C:\Program Files (x86)\WordPerfect Office

Try creating a startup scheduled event with the command (no blanks):
Exec.ShowMethod(1)
Restart PPro after adding.
That works for me in brief testing with both the commands note open and noteformmenu

I have noticed a troubling issue with the TaskbarBar.
One of the items is a button for " *Note Open ". ( for example )

Good. To answer the thread title, I believe the reason it happens is this:
Moving the mouse over the screen capture program menu causes PPro to activate that menu because of the mouse over window

Try unchecking activate window when mouse over on gui control.
Note that the order in which programs start can effect whether program intercepts mouse actions.

I can indeed use the keyboard arrow keys to navigate the popup menu!
This program is started from the Start menu (not on Windows startup) My testing so far has been with PowerPro starting either

Does it matter if program icon is in main tray instead of hidden icon menu?
Just as background: since PPro is running standard, I believe Windows stops it from intercepting mouse clicks and actions

How do you start this program? If you start it from windows startup, try starting it manually instead after PPro is running

Yes, it can be related to high cpu usage if you use a hook or hot key in these circumstances. PPro gets notified of the hook but does not get the cyles to process it quickly enough.
