Get a Weber.
After that I agree with George, diaphragm has a leak, but that shouldn’t make it intermittent. But take the cover off, it’s only 4 screws and inspect. I used to have that special

If it's the original Stromberg, it sounds like the piston diaphragm had a hole or he has a vacuum leak, adjusting that carb takes a special tool and if it's still got it's anti tamper covers will be
