This photo excerpt from a Jim Kranefeld article in a 1986 NRHS Bulletin provides a bit of background on PRR 6028.  My apologies for the poor image quality.
 
6028 was built for the WJ&S in 1914 and, apparently, remained a WJ&S asset in the PRSL years.

I have seen some people make these into S Scale locos because they are very undersized for O Scale The most complete I saw used an American Flyer drive. I have a tender made from a chopped up Industrial Rail tender.

Bill you are correct, the loco is actually 1/59th instead of 1/48th scale.
