One of the best would be an AD9912 DDS with a low noise 1GHz clock. Good to 400 MHz or so. Lower phase noise than the Si570 and with the internal 14 bit DAC, the spurs are quite low.

For higher frequencies, I'd suggest a PLL setup.
A VCO running at the right range, also feeding a frequency divider [help square up a sine wave] and phase detector. Reference signal from Si570, low

I suppose it can be done... assuming the square wave can be dealt with. But it won't be something that I plan to work on - hardware nor software.

Check that the libraries you expect to have are actually in the library folder. And also check that the filenames and the references in the code are the same case - apparently the filenames/library

I'm not sure why upgrading to the latest Arduino IDE would make PHSNA fail. Did you decide to re-compile PHSNA and have a failure during uploading?
One alternative to the Arduino IDE is codebender.

I recently upgraded and am running 1.6.8.
I am not currently experiencing any problems.
You might try completely remove all traces of the Arduino IDE and try doing a fresh/clean

Hearing your experience with Arduino1.6.8 I feel lucky not to have upgrade to it from the current 1.0.5. I use it with Win7 (32 bit) without any problems for my PHSNA. How ever I welcome a Linux
