20 Awesome Facts About the Golden Gate Bridge | Mental Floss

http://mentalfloss.com/article/64379/20-awesome-facts-about-golden-gate-bridge

1. IT WAS FIRST PROPOSED IN 1872.

2. THE FIRST DESIGN WAS MUCH DIFFERENT.

3. IT HAD TO BE APPROVED BY THE WAR DEPARTMENT.

4. MANY WERE OPPOSED TO ITS CONSTRUCTION.

5. STRAUSS FIRED ONE KEY MEMBER OF THE DESIGN TEAM BEFORE CONSTRUCTION STARTED.

6. CONSTRUCTION FINALLY BEGAN IN 1933.

7. ITS CABLES WERE MADE BY THE SAME COMPANY THAT BUILT THE BROOKLYN BRIDGE.

8. SAFETY WAS PARAMOUNT

9. … BUT THERE WERE STILL ACCIDENTS.

10. THERE WAS AN EARTHQUAKE BEFORE THE BRIDGE WAS FINISHED.

11. THERE ARE ABOUT 600,000 RIVETS IN EACH 746-FOOT-TALL TOWER.

When the original rivets become corroded, they’re replaced with galvanized high-strength bolts.

12. IT’S PAINTED “INTERNATIONAL ORANGE.”

13. ITS OPENING WAS CELEBRATED FOR A WEEK.

14. IT WEIGHS A LOT.

When the bridge opened in 1937, the weight of the bridge
along with its anchorages and approaches was 894,500 tons.
Re-decking in 1986 reduced the total weight to 887,000 tons.

15. IT HAS BEEN CLOSED BECAUSE OF WEATHER THREE TIMES.

16. IT HELPS TO SHAPE THE FOG.

17. IT WAS THE LONGEST SUSPENSION BRIDGE IN THE WORLD UNTIL 1964.

That honor now belongs to Japan's Akashi-Kaikyo Bridge, which has a span of 6500 feet.
But it’s still probably the most
photographed bridge on the planet.

18. THE ONE BILLIONTH DRIVER CROSSED THE BRIDGE ON FEBRUARY 22, 1985.

19. THE 50TH ANNIVERSARY WAS A DISASTER.

Officials expected a maximum of 50,000 people to attend the bridge’s 50th anniversary
celebration on May 24, 1987. Instead, 800,000 people showed up, and what happened next,
as described in a report filed the year after the incident [PDF], sounds like a nightmare:

The Golden Gate Bridge responded visibly to the large live load with a reported
deflection of its roadway of almost 10 feet at the midspan. ...
The situation was compounded by the 17 mph winds blowing across San Francisco Bay.
Suspension bridges are vulnerable to wind loads and, while the bridge was swaying from
side to side because of the winds and flattening under the heavy live load, near panic
conditions resulted. People were suffering from nausea and claustrophobia in the density
of the crowd, making it increasingly difficult to alleviate the situation by directing the people
away from the bridge.

“The whole bridge flattened out—its whole arch disappeared,” Gary Giacomini, president of the
Bridge District Board, said at the time. “The bridge had the greatest load factor of its 50-year life.
The suspension cables at the center of the bridge were stretched as ‘tight as harp strings,’ while
the lower cables near the tower seemed to flap in the wind … I thought, ‘Wow, this isn’t a good idea!'"

But there was never any reason to fear. According to the report, the bridge deck was designed to move
15 feet vertically and 27 feet from side to side, and Charles Seim, a former supervising bridge engineer
with the state’s transportation department, said that “I knew we were exceeding design loads,
but I wasn’t worried in the slightest. Even at the maximum design load of 5700 pounds per foot the stress
in cables is only 40 percent of their yielding stress, that’s a large factor of safety.”

20. IT’S A STAR.

The bridge has appeared in many films, including The Maltese Falcon (1941),
Invasion of the Body Snatchers
(1978), Interview with the Vampire (1994), and The Rock (1998).
Movie directors love to destroy it, too. The bridge has even been featured on the cover of the
February 26, 1976 issue of
Rolling Stone.

Foamhenge (Gone)

Field review by the editors.

Natural Bridge, Virginia

After this Field Review was written, Foamhenge was dismantled on August 30, 2016.
It will be moved to a new Virginia location in 2017.

The first thing that we see when we arrive at Enchanted Castle Studios - home of Mark Cline,
fiberglass sculptor and roadside visionary - are dozens of giant blocks of white styrofoam lining
the road and littering the yard. They are the raw material for Foamhenge, awaiting the master's chisel.

"About 15 years ago I walked into a place called Insulated Business Systems where they make
these huge 16-foot-tall blocks," Mark tells us. "As soon as I saw them I immediately thought of the idea:
'Foamhenge.' It took a while for the opportunity to present itself, of course."

- See more at: http://www.roadsideamerica.com/story/9209#sthash.4895Q67b.dpuf

Fifteen years later, after Mark became a vortex of creative chaos in Virginia with attractions such as
House Of The Living Dead (Natural Bridge), the Scare Witch Experience (Lexington), and Professor Cline's
Time Machine (Virginia Beach), he struck up a working partnership with the owners of Natural Bridge --
a wonder-of-nature attraction -- and the last megalith fell into place. "They let me do just about anything,"
Mark tells us gleefully. "They know that I bring people in." - See more at:

Why the Latest Russia News Paints sn Increasingly Grim Picture for Trump

    .

As top intelligence and law enforcement officials testify in front of Congress this week, one big question looms: Did President Trump attempt to obstruct justice in the Russia investigation?

    .

    snip

    .

The Post's Adam Entous reported late Tuesday night that Trump in March asked Director of National Intelligence Dan Coats to intervene in the Russia investigation by asking then-FBI Director James Comey to back off the agencys focus on Michael Flynn. Coats reportedly told associates about Trump's request shortly afterward.

    .

This, of course, is not the first time Trump has been reported to have made apparently unsavory requests of Coats and other top officials (up to and including, most notably, Comey). The Post had previously reported Trump approached Coats and National Security Agency head Michael Rogers in a failed effort to get them to say publicly that there was no evidence of collusion between Russia and the Trump campaign. It has also been reported that Trump approached Comey in February about ending the Flynn investigation, according to contemporaneous notes kept by Comey.

    .

But here's why the latest news is particularly bad for Trump: It erases any idea that the Comey request was just a one-off. We have now learned that Comey isn't the only top official whom Trump approached in an effort to free Flynn from his investigation.

    .

    snip

    .

The question from there becomes why why did Trump feel so strongly about getting Flynn off the hook? And there are basically two good answers to that question:

    .

Trump is excessively loyal to Michael Flynn, to a fault

    .

Trump fears what could come of the Flynn investigation

    .

    snip

    .

Put plainly: The president known for his "You're fired" catchphrase as a reality TV star hasn't exactly shown that excessive loyalty is among his chief faults. Could he perhaps be uniquely loyal to Flynn for some reason? It's possible. But against this backdrop it would seem odd that Flynn would be the one Trump aide whom the president seems to be unwilling to toss under the bus when it made sense to, politically speaking. (The White House has been quick to distance itself from almost every other aide facing scrutiny in the Russia probe.)

    .

    snip

    .

The most charitable reading of all of this is that an amateur politician-president driven by personal loyalty and ignorance went too far in trying to get intelligence officials to vouch for him and help out a friend. But Tuesday night's report is the latest brushstroke in what, through Trump's own doing, looks more and more like a cover-up.

Trump, Furious and Frustrated, Gears up to Punch Back at Comey Testimony

Alone in the White House in recent days, President Trump frustrated and defiant has been spoiling for a fight, according to his confidants and associates.

    .

Glued even more than usual to the cable news shows that blare from the televisions in his private living quarters, or from the 60-inch flat screen he had installed in his cramped study off the Oval Office, he has fumed about fake news. Trump has seethed as his agenda has stalled in Congress and the courts. He has chafed against the pleas for caution from his lawyers and political advisers, tweeting whatever he wants, whenever he wants.

    .

And on Thursday, the president will come screen-to-screen with the FBI director he fired, James B. Comey, thoughts of whom have consumed, haunted and antagonized Trump since Comey launched an expanding Russia investigation that the president slammed as a witch hunt.

    .

Comeys testimony is a political Super Bowl with television networks interrupting regular programming to air it, and some Washington offices and bars making plans for special viewings.

    .

Trump is keen to be a participant rather than just another viewer, two senior White House officials said, including the possibility of taking to Twitter to offer acerbic commentary during the hearing.

    .

I wish him luck, the president told reporters on Tuesday.

    .

Hes infuriated at a deep-gut, personal level that the elite media has tolerated [the Russia story] and praised Comey, former House speaker Newt Gingrich said. Hes not going to let some guy like that smear him without punching him as hard as he can.

    .

This account of Trumps mind-set and the preparations of his team in the run-up to Comeys testimony is based on interviews with 20 White House officials, Trump friends and other well-connected Republicans, many of whom spoke only on the condition of anonymity to offer candid perspectives.

    .

The presidents lawyers and aides have been urging him to resist engaging, and they hope to keep him busy Thursday with other events meant to compete for his and the news medias attention.

Why Trump Cant Keep Comey From Talking

Take it from a former government lawyertheres no way the White House can use executive privilege to stop the former FBI director from testifying.

Caan President Donald Trump invoke executive privilege and block James Comey from testifying before the Senate Select Committee on Intelligence on June 8? A Sunday report suggests that, while he is leaning against doing so, the matter remains under discussion and he has yet to reach a decision. Yet there really isnt anything to decide executive privilege simply cant apply here.

    .

Executive privilege is a notorious Gordian knot that has yielded surprisingly few judicial decisions, because courts typically prefer that Congress and the president hash out such disputes themselves. Some have suggested the former FBI directors testimony is necessary for Congress to fulfill its oversight responsibilities; others say Trump waived any privilege by blabbing about his meetings with Comey.

London Attack: Police 'Know Identities of Killers'

    BBC News

    .

    .

Police investigating Saturday night's terror attack in London say they know the identity of the three attackers who killed seven people and injured 48.

    .

The Met Police said their names would be released "as soon as operationally possible" as officers work to establish if they were part of a wider network.

    .

PM Theresa May said victims included a "number of nationalities", saying it was "an attack on the free world".

    .

It comes as police have searched more addresses in east London.
Police said a "number of people" had been detained following the raids, in Newham and Barking.

    .

Eleven people are being held after police raids in Barking on Sunday. One of the properties is believed to be the home of one of the attackers.

    .

The three attackers were shot dead by police after driving into pedestrians on London Bridge and stabbing people in Borough Market.
Metropolitan Police Commissioner Cressida Dick said a "huge amount" of forensic material and evidence had been seized from the van - as well as from the police raids.

    .

She told BBC Breakfast the investigation was moving very quickly and the priority now was to establish if anybody else was involved in the plot.
The so-called Islamic State group has claimed responsibility for the attack.

    .

The first victim of the attack has been named as Canadian national Chrissy Archibald.

    .

A statement from her family said she had worked in a homeless shelter until she moved to Europe to be with her fianc

    .

A French national was also killed in the attack, according to foreign minister Jean-Yves Le Drian.

Qatar Row: Six Countries Cut Links with Doha

    BBC News

    http://www.bbc.com/news/world-middle-east-40155829

    .

    .

Six Arab countries including Saudi Arabia and Egypt have cut diplomatic ties with Qatar, accusing it of destabilising the region.
They say Qatar backs militant groups including so-called Islamic State (IS) and al-Qaeda, which Qatar denies.

    .

The Saudi state news agency SPA said Riyadh had closed its borders, severing land, sea and air contact with the tiny peninsula of oil-rich Qatar.

    .

Qatar called the decision "unjustified" and with "no basis in fact".
The unprecedented move is seen as a major split between powerful Gulf countries, who are also close US allies.

    .

It comes amid heightened tensions between Gulf countries and their near-neighbour Iran. The Saudi statement accused Qatar of collaborating with "Iranian-backed terrorist groups" in its restive Eastern region of Qatif and in Bahrain.

    .

    What has happened?

    .

The diplomatic withdrawal was put into motion by Bahrain then Saudi Arabia early on Monday. The United Arab Emirates (UAE), Egypt, Yemen and Libya followed suit.

    .

SPA cited officials as saying the decision was taken to "protect its national security from the dangers of terrorism and extremism".
Saudi Arabia, the UAE and Bahrain have given all Qatari visitors and residents two weeks to leave their territory.

    .

    In the latest developments:

    .

The UAE has given Qatari diplomats 48 hours to leave the country. UAE airlines Etihad Airways, Emirates and Flydubai said they would suspend all flights to and from the Qatari capital Doha from early Tuesday, local time
The Gulf allies said they had closed their airspace to Qatar Airways, which has suspended all its flights to Saudi Arabia

    .

Bahrain's state news agency said it was cutting its ties because Qatar was "shaking the security and stability of Bahrain and meddling in its affairs"

    .

The Saudi-led Arab coalition fighting Yemen's Houthi rebels also expelled Qatar from its alliance because of its "practices that strengthen terrorism" and its support of extremist groups.

    .

While the severing of ties was sudden, it has not come out of the blue, as tensions have been building for years, and particularly in recent weeks.

    .

Two weeks ago, Egypt, Saudi Arabia, Bahrain and the UAE blocked Qatari news sites, including Al Jazeera. Comments purportedly by Qatari emir Sheikh Tamim bin Hamad al-Thani criticising Saudi Arabia had appeared on Qatari state media.

    .

The government in Doha dismissed the comments as fake, attributing the report to a "shameful cybercrime".

    .

Back in 2014, Saudi Arabia, Bahrain and the UAE withdrew their ambassadors from Qatar for several months in protest over alleged interference in their affairs.

    .

    The story behind Qatar 'hack'

    .

More broadly, two key factors drove Monday's decision: Qatar's ties to Islamist groups, and the role of Iran, Saudi Arabia's regional rival.
While Qatar has joined the US coalition against IS, the Qatari government has repeatedly denied accusations from Iraq's Shia leaders that it provided financial support to IS.

    .

Wealthy individuals in the emirate are believed to have made donations and the government has given money and weapons to hard line Islamist groups in Syria. Qatar is also accused of having links to a group formerly known as the Nusra Front, an al-Qaeda affiliate.

Trumplomacy: Has Trump sidelined Rex Tillerson?

    By Barbara Plett Usher

    BBC News

    2 June 2017

From the section US & Canada

    http://www.bbc.com/news/world-us-canada-40138740

    .

    .

Last month when Rex Tillerson tried to translate "America First" into foreign policy terms for a bemused audience of State Department employees, he probably didn't expect it would come to mean "America Alone."

The secretary of state was, by all accounts, a member of the "Remain Campaign" lobbying against a US withdrawal from the Paris Agreement.
So President Trump's "Climate Brexit" was a blow to him - in an ironic twist the fossil fuel company he used to head supports the accord while the government he now represents does not.

It was also a blow to the State Department, and to diplomacy.
How much of a personal setback is not clear because on this, as on other issues, Tillerson kept a low profile.

Twenty-four hours after the decision, the only comment he'd made was an aside at a photo-opportunity. He declared that the US would continue its efforts to reduce greenhouse gas emissions and appealed for partners to keep things "in perspective".

Tillerson had previously said the US should "maintain its seat at the table" on international climate conversations, a sensible position for the nation's top diplomat and one that he reportedly maintained in White House debates on the Paris Agreement.

But publicly he showed none of the passion demonstrated by his predecessor, John Kerry, who powered negotiations on the deal. It seems the president's daughter, Ivanka, took the lead in fighting the corner for the Remainers. And the role of super-engaged interlocutor apparently fell to the climate change sceptic in the administration, Environment Protection Agency head Scott Pruitt, who spoke at the Rose Garden ceremony.

Mr Tillerson did not attend, whether out of resignation or as an everyday-act-of-resistance, we don't know. A State Department official said only that he was in his office and "maintained his schedule, preparing for his trip today to Australia and New Zealand".

No doubt Pruitt (and his ally, White House adviser Steve Bannon) had an easier task than Tillerson, given that he was preaching to a president sympathetic to his economic and nationalist arguments.

But the results are another professional blow to the secretary of state. He's already facing a proposed budget cut that looks to gut his department. And the president's son-in-law Jared Kushner, who has even less diplomatic experience than he does, has forged a parallel foreign policy track from the White House.

London Attack: Six Killed in Vehicle and Stabbing Incidents

    BBC News

    http://www.bbc.com/news/uk-40146916

    .

    .

Six people have been killed in a terror attack in central London in which three assailants were shot dead by police, Scotland Yard has said.
A white van hit several pedestrians on London Bridge at about 22:00 BST before apparently crashing into railings.

Three men then left the vehicle and stabbed a number of people in Borough

Market, south of the bridge, an area known for its restaurants and bars.
Armed officers confronted and shot the suspects within eight minutes.
London Ambulance Service said 48 people have been taken to five hospitals. More than 80 medics were sent to the scene to help those hurt.

One of the injured is an officer from British Transport Police who was stabbed after responding to the incident. His condition is serious, but not life-threatening.

Metropolitan Police Assistant Commissioner Mark Rowley said: "The suspects were wearing what looked like explosive vests but these were later established to be hoaxes."

He said it was currently believed there were only three attackers involved.

"We are treating this as a terrorist incident and a full investigation is already under way," he added.

The incident is the third terror attack in the UK in three months following the car and knife attack in Westminster in March, which left five people dead, and the Manchester bombing less than two weeks ago, in which 22 people were killed.

Prime Minister Theresa May described Saturday night's as "dreadful" and will chair a meeting of the government's Cobra emergency committee later.
London Mayor Sadiq Khan called it "a deliberate and cowardly attack on innocent Londoners".

    'Very aggressive'

BBC reporter Holly Jones, who was on the bridge at the time of the attack, said the van was "probably travelling at about 50 miles an hour".

"He swerved right round me and then hit about five or six people. He hit about two people in front of me and then three behind," Ms Jones told the BBC News Channel.

Another eyewitness, Robbie, was sitting in a taxi opposite the Barrowboy and Banker pub on London Bridge.

"I saw about 20 or 30 people rushing to get back into the pub and five seconds later a big white van came screeching down the pavement," he told BBC Radio 5 live.

"Two or three people jumped out. Initially, I thought it was a road traffic incident and the people had jumped out to see if anyone was injured, but I could tell immediately, they looked very aggressive."
His friend Josh was coming out of the pub a few seconds later and saw people running up to the bridge from Borough Market.

Exercise is Medicine is a global health initiative managed by the American College of Sports Medicine and focused on encouraging primary care physicians and other health care providers to include physical activity when designing treatment plans for patients, according to its web site.

    .

Exercise is Medicine is based on the belief that physical activity is integral in the prevention and treatments of many diseases such as diabetes, hypertension, heart disease and obesity, the website reads.

    .

ETMC offers the Exercise is Medicine program at its Tyler facility, along with the satellite facilities at Lake Palestine and Cedar Creek Lake.

    .

Our main goal for this program is to get people healthier, get them to exercising and get them moving, Ms. Kizer said.

    .

The program shows them that it is simple to exercise on their own and prepares them to do it without them having to figure it out, she said.

    .

We want to make sure they understand what they are doing and learn that exercise is an important thing in our life, Ms Kizer said.

    .

People can get into the Exercise is Medicine program two different ways. Their doctor can refer them, or the person can go online to etmc.org/fitness, fill out a form and get their doctors signature.

    .

Most referrals have come from ETMC doctors but a few have come from the Christus Trinity Mother Frances Health System. During an appointment with a patient, a doctor may give them a referral or fax it to the program.

    .

DENVER Best practice for concussion and the female athlete triad, a syndrome of three interrelated conditions energy deficiency, menstrual disturbances, and bone loss will be in the spotlight at the upcoming American College of Sports Medicine (ACSM) 2017 Annual Meeting.

    .

"The presenters are doing leading-edge research in that area," said Sandy Hoffmann, MD, from Idaho State University in Pocatello, who is on the program committee for the meeting.

    .

Results will be presented from a randomized controlled trial of a treatment that focuses on increasing energy availability, conducted by Mary Jane De Souza, PhD, from Pennsylvania State University in State College, and her colleagues.

    .

A separate study probing the role of psychological stress in the triad syndrome, also by Dr De Souza's team, looks at the effectiveness of calorie restriction and exercise regimens over three menstrual cycles.

    .

The public attention focused on traumatic brain injury in sports led ACSM organizers to set aside time to update meeting attendees on concussion research.

    .

"We appreciate what's happening to the NFL, but it reaches down to the pediatric community," Dr Thompson explained.

    .

Among the key presentations during this session are a study on whether neck strength reduces concussion risk and the role that physical activity plays in concussion recovery. Physicians often recommend against vigorous activity in the aftermath of a concussion, but is that the best advice?

    .

    Opioids in the Pediatric Hospital

    .

Pain management will figure prominently at the meeting as well. The prescription of opioid drugs will be examined in a study of patients 10 to 18 years of age treated at a pediatric hospital, conducted by researchers from the University of Colorado Denver.

    .

"Is it really the doctors' fault that they're prescribing opioids, or does some of the blame have to be shifted to the patients and insurance companies?" asked Walter Thompson, PhD, from Georgia State University in Atlanta, who is president-elect of the ACSM.

More studies at the meeting will be devoted to the topic of optimized exercise as medicine than anything else. "ACSM isn't just focused on what people think of as traditional sports medicine, but on the idea of physical activity for a lifetime," Dr Hoffman told Medscape Medical News.

Design Before Code: Thinking About Accessibility from the Ground Up - Part 2

    By Caitlin Geier.

"...This post will offer technical guidance on some of the practical
issues of building accessibility into your design process, and I'll
take a deeper look into elements that need more thought in the design
phase, including some advice on using pattern libraries to help with

    accessibility..."

Floating Labels are a Bad Idea

    By Adam Silver.

Best Practices for Creating Accessible Video for Blind and Low-Vision Viewers

    By: Elisa Edelberg.

"When recording video content - whether it be a lecture in front of a
large audience, a small presentation in a meeting, or a movie trailer
    - there are several best practices to make adding audio description
easier, or even alleviate the need for audio description
    altogether..."

    User Facing State

    By Scott O'Hara.

"...The main thing I want you to take away from all of this is that if
you are only toggling classes to visually manage state of your
components, you are likely not appropriately conveying that state to
users of assistive technologies. You need to be using the appropriate
elements (<button></button>s are your friend!), and managing the

I'd Like To Talk To You About ARIA Abuse From A Screen Reader User's Perspective

    By Amanda Rush.

"As a screen reader user, I've seen abuses that make me want to
strangle developers. I think the worst abuse I've ever come across,
(and I'm sorry I can't find it again to provide a demonstration of
it), was one where role='alert' was used to deliver advertisements and
calls to action on a website..."

Designing and Debugging with Ducks in Your Web Projects

    By Daniel James.

"If you keep up with the jargon within the web development and design
industry it's likely that at some point you will have come across the
term "duck" at least once or twice. Apart from it being fun to feed

    While Running Trump's Business,
Trump's Sons Talk Political Strategy with GOP Leaders

Meeting in Washington raises ethical questions about conflicts of interest for sons handling fathers business dealings.

    .

Despite President Donald Trumps pledge to maintain a firewall between his his administration and his businesses by placing his sons in charge of the Trump empire, new reports have surfaced that Donald Jr. and Eric Trump are ramping up their engagement with the Republican Partys national political operation to discuss political strategy.

    .

Trumps sons, along with Eric Trumps wife, Lara, met privately earlier this week with GOP leaders to share their concerns and outlook according to a Washington Post story detailing their visit to the Republican National Committees headquarters in Washington.

    .

Their visit to the RNC raised red flags among two prominent Republicans who were cited by the Post wondering whether it was appropriate for the presidents sons, who run the Trump family real estate business, to be highly involved in discussing the partys strategy and resources.

    .

Since their father took office, Donald Jr. and Eric Trump have fundraised for Republicans, rallied their fathers supporters in advance of his 2020 presidential bid, and defended their father on social media, while at the same time managing their fathers empire, according to a story in Politico.

    .

    snip

    .

But ethics experts told The Atlantic in a story published earlier this week that the steps Trump has taken so far to remove himself from the day-to-day operations of his organization has done little to resolve issues of conflict and influence.

    .

As long as Trump continues to profit from his business empire??which he does whether or not he is nominally in charge??they say, the possibility that outside actors will attempt to affect his policies by plumping up his pocketbook will remain very much in play, wrote Jeremy Venook in The Atlantic.

Republicans Voice Opposition to Trump's Budget: 'Dead on Arrival'

The presidents plan to reduce spending ran into some conservative opposition, in addition to criticism from Democrats, for cuts to Medicaid and other programs

Donald Trumps proposal to reduce spending by $3.6tn, mostly by slashing antipoverty programs that provide social safety nets for the poor, ran into bipartisan opposition on Capitol Hill, where a number of Republican lawmakers rejected the cuts as draconian and nonstarters.

    .

The presidents plan recommends $616bn in cuts to Medicaid, the government insurance programme for the poorest and many disabled Americans, while increasing border security spending by $2.6bn including $1.6bn to begin construction on a wall along the US-Mexico border.

    .

While fiscal conservatives welcomed the proposal, which aims to balance the budget by 2027, Republicans raised concerns that the plan would slice too deeply into programs that provide poor Americans access to healthcare, food stamps and student loans, setting the stage for a showdown over budget priorities.

    .

The cuts are draconian, Kentucky representative Harold Rogers, a powerful member of the House Appropriations Committee, said of the proposed cuts to Medicaid.

    .

Representative Mark Meadows, the chairman of the arch-conservative Freedom Caucus, praised the budget as conservative and said the White House presented a plan that fundamentally could be implemented. Though Meadows said he was encouraged by budget reductions to welfare programs, he could not get behind stripping funding from Meals on Wheels, a program that provides meal assistance for senior citizens that the presidents budget chief, Mick Mulvaney, dismissed in March as just not showing any results.

    .

Arizona senator John McCain called the proposal dead on arrival in a statement, and knocked the $603m defense budget request inadequate to the challenges we face.

    .

Senate majority leader Mitch McConnell told reporters, The presidents budget, as we all know, is a recommendation. Well be taking into account what the president is recommending but it will not be determinative in every respect.

    .

Trumps package of spending cuts and tax breaks assumes an economic growth rate of 3%, which many analysts have dismissed as improbable. The Congressional Budget Office forecast under current policy is 1.9%.

    .

Presidential budgets are wish lists the White House sends to Congress. There was never a chance it would pass through untouched.

    .

Clearly Congress will take that budget, and then work on our own budget, which is the case every single year, but at least we now have common objectives, House Speaker Paul Ryan told reporters.

I visited the century-old library that sits atop Needle Park in Kensington because Id heard its staff was the first in the city to learn how to administer the lifesaving overdose antidote Narcan.

    .

They have been using the spray so often that they can tell the type of overdose simply by the sound coming from the lavatory: Heroin victims slide sluggishly into unconsciousness, the librarians have found, while victims of deadly fentanyl collapse instantly, with a thud that resonates through the entire building, which is called the McPherson Square Branch.

    .

Since the opioid crisis began surging throughout the country last summer, the library staff has noticed new settlers on their lawn: drug tourists, they call them. Young people traveling from across the country for Phillys pure heroin and the high said to be better than anywhere else.

    .

    snip

    .

    Overdose drills

    .

For nearly 30 years, Judi Moore has worked as branch manager and childrens librarian at McPherson, which serves the drug-ravaged neighborhood around Kensington and Indiana Avenues. Her desk offers a gunpoint vantage.

    .

Until last year, she recalls just one overdose in the library. Then heroin exploded. Since then, there have been four overdoses in her building. None has been fatal.

    .

There was the man who shot up in the adult reading room and slid to the floor. And the man who thudded to the bathroom tile and was blue and shaking and gasping for breath. There was that Saturday late last year when McPherson called 911 five times in one day.

    .

As the library overdoses mounted, the soft-spoken Moore, whom the kids call Miss Judi, took actions, small and large.

    .

First, she posted a bathroom monitor and accompanying rules she hoped would pose obstacles to those whod use the bathroom to get high:

    .

Adults must leave a library card or ID at the front desk, the sign reads. And bathroom use is limited to three to five minutes. After that, a guard knocks.

    .

While other libraries practice fire drills, McPherson began overdose drills:

    .

Who stays with the victim? Who calls 911? Who ushers out the kids? Who waits for an ambulance?

    .

The steps helped, but then the tourists swarmed.

    .

White kids, mostly. And the addresses listed on the driver's licenses offer evidence of the opioid crisis reach: Jersey. Delaware. Ohio. South Carolina. Alabama. Arkansas. Nevada.

    .

With its after-school lunches and arts and STEM programming, the library has long sought to be a safe learning space. McPherson set to celebrate its 100th anniversary Saturday -- has the highest programming-attendance rate of any city branch. And is also among the top for WiFi use. Kids come here to use computers they dont have at home.

    .

And the park had been getting nicer in recent years, with a new playground and lighting.

    .

But now, more than ever, children must watch their steps for needles.

    .

Teddy Hackett, a volunteer who scours the grass daily, says he collects double the needles he did only a few years ago.

    .

On Thursday, he collected 107, showing his bucket. He even finds them on the jungle gym.
