M.T.A. Spending Plan Restores Funding for 2nd Ave. Subway

The Metropolitan Transportation Authoritys board approved a new version of its long-delayed capital plan on Wednesday, allocating money for system upgrades and expansion projects and restoring funding for the next phase of the Second Avenue subway line.

.

The $29.5 billion spending plan calls for hundreds of new train cars and buses and a new fare-payment system to replace the MetroCard. With ridership booming on New York Citys aging subway system, the authority also devoted funding for station improvements and updated signal systems to allow more trains to operate.

.

The agency promised $1 billion for plans to extend the Second Avenue subway to East Harlem about $500 million more than an earlier proposal set aside. About $2.5 billion would be devoted to the East Side Access project, which would connect the Long Island Rail Road to Grand Central Terminal.

.

Thomas F. Prendergast, the authoritys chairman, said he was confident that a state review board would approve the revised proposal in the next month. The capital plan will modernize the regions vast transportation network and make sure that it is safe and reliable, he said.

.

This is a monumental win for the people of New York, Mr. Prendergast said at a board meeting in Lower Manhattan.

.

But even as board members praised the proposal, they questioned how the state and city would pay their share. Last year, Gov. Andrew M. Cuomo and Mayor Bill de Blasio, both Democrats, reached a funding deal only after months of quarreling over whether the city should pay more.

.

The state agreed to pay $8.3 billion toward the capital plan over five years, and the city agreed to pay $2.5 billion over the same period. The rest is expected to be paid for by the federal government and other sources.

Surge in Ridership Pushes New York Subway to Limit

For New Yorkers who rely on the 86th Street subway station on the Upper East Side of Manhattan, the morning commute is a humbling experience. An endless stream of people funnel onto the platforms. Trains arrive with a wall of humanity already blocking the doorways.

.

As No. 6 trains pull into the upper level of the station, riders scan for an opening and, if they can, squeeze in for a suffocating ride downtown.

.

"You can wait four or five subways to get on, and you're just smushed," Cynthia Hallenbeck, the chief financial officer at a nonprofit, said before boarding a train on a recent morning.

.

The Lexington Avenue line is the most crowded in the system, but subway riders across New York City are finding themselves on platforms and trains that are beyond crowded. L train stations in Brooklyn are routinely overwhelmed. In Queens, No. 7 train riders regularly endure packed conditions.

.

Subway use, now at nearly 1.8 billion rides a year, has not been this high since 1948, when the fare was a nickel and the Dodgers were still almost a decade away from leaving Brooklyn. Today, train delays are rising, and even a hiccup like a sick passenger or a signal malfunction can inundate stations with passengers.

.

Delays caused by overcrowding have quadrupled since 2012 to more than 20,000 each month, according to the Metropolitan Transportation Authority.

.

The crowded trains can make for tense commutes, contributing to an uptick in assaults among disgruntled passengers, the transit police say. With crowds lining the platform edge, some riders and train operators worry that someone could fall onto the tracks.

.

And with summer approaching, the imposed intimacy will soon be even less welcome, as platform temperatures climb into the 80s and 90s.

.

"In terms of physical discomfort and feeling that life stinks in the subway, this is the No. 1 culprit," said Gene Russianoff, the longtime leader of the Straphangers Campaign, a rider advocacy group.

Why Subways in the Northeast Are So Troubled

The unprecedented safety shutdown of Washingtons subway for a day in March laid bare the deteriorating conditions that created a crisis.

.

But the Metro, which opened four decades ago and shaped the Washington region, is not the only transit system in the Northeastern United States showing its age.

.

The subways in New York City and Boston, both more than half a century older than the system in Washington, need billions of dollars to replace aging infrastructure and to meet rising demand. All three cities, home to most of the nations busiest subways, are growing and attracting young people, who prefer mass transit but have become frustrated by delays.

.

As transit officials in Boston, New York and Washington focus on improving the subways, their efforts are being closely watched by planners and business groups who fear economic growth in the region could slow if the systems cannot keep up.

.

These are mega-systems with mega-sized challenges, and there is not going to be a silver bullet, said Adie Tomer, a fellow at the Metropolitan Policy Program at the Brookings Institution.

.

Frequent disruptions have left riders stranded on trains and scrambling to make it to work on time. In the Washington area, people are preparing for widespread closings while repairs are made. In New York, Brooklyn residents are alarmed by the possibility of a yearlong shutdown of the L subway tunnel to Manhattan. In Boston, the crowded Red Line is periodically upended by technical problems and other issues.

.

This month, President Obama tied the Metros problems to a broader lack of investment in infrastructure across the country, like the water pipes in Flint, Mich., and crumbling roads and bridges.

.

It is just one more example of the underinvestments that have been made, Mr. Obama said at a news conference. Look, the D.C. Metro historically has been a great strength of this region. But over time, we underinvested in maintenance and repair.

.

The Federal Transit Administration found that public transit systems have a backlog of $86 billion in critical maintenance nationwide. Officials pushed for infrastructure funding on Capitol Hill recently as part of Infrastructure Week, an annual series of events to highlight the issue.

.

The Northeasts three major subway systems, which have the most riders in the country along with Chicagos, are similarly struggling with dilapidated equipment, funding concerns and knotty political dynamics. In New York and Boston, officials have encountered an additional hurdle: natural disasters.

.

Hurricane Sandy flooded New Yorks subway in 2012, damaging several tunnels under the East River. The Williamsburg neighborhood in Brooklyn is reeling over plans for an 18-month shutdown for hurricane-related repairs to the L train tunnel. In Boston, an onslaught of snow in 2015 paralyzed the transit system and brought attention to problems at the regional network.

.

All three cities have seen population growth and remain top destinations for millennials, many of whom eschew driving a car. New York recently hit 8.5 million residents, while the Washington metropolitan area has grown to more than six million people and the Boston metropolitan area has topped 4.7 million.

Police and wildlife officials started an operation on Monday to remove all the living tigers at the Tiger Temple.

.

Pictures from journalists at the scene posted to social media showed the 40 cubs lined up on the floor.

.

The site in Kanchanaburi is a popular tourist attraction but has been closed to the public since the raid.

.

Police colonel Bandith Meungsukhum told AFP news agency that wildlife officials would file new criminal charges after the discovery, and added that the cubs were just one or two days old when they died.

.

He said it was not yet clear how long they had been dead for.

.

The dead cubs "must be of some value for the temple", Adisorn Nuchdamrong, from Thailand's Department of National Parks, told Reuters news agency. "But for what is beyond me."

.

Tiger bones and body parts are used in traditional Chinese medicine.

Thailand Officials Find 40 Dead Tiger Cubs in Temple Freezer

BANGKOK The Thai wildlife authorities found 40 dead tiger cubs in a freezer on Wednesday at the Tiger Temple, a controversial tourist attraction in western Thailand, and were investigating whether the carcasses were evidence of the temples involvement in the illegal wildlife trade.

.

The discovery came as Thai wildlife rangers were removing adult tigers from the temple in an effort to shut down the attraction after receiving complaints that the temple was trafficking in endangered species.

.

The temple, a Buddhist monastery that offered paying tourists close contact with tigers, has long been accused by conservationists and animal rights activists of exploiting and abusing the animals, accusations the temple has denied.

.

Wildlife officials said that only one of the dead cubs found on Wednesday had been reported to the government as required and that the police were investigating. Tiger parts, while illegal to sell, are in high demand in Asia, particularly China, for use in traditional medicine.

.

However, representatives of the temple, Wat Pha Luang Ta Bua, said that Thailands Wildlife Conservation Office had been notified of all of the cubs births and deaths and that the bodies were kept as proof that none of them were sold on the black market.

.

We have declared all the deaths to the officials over years, said Supitpong Pakdjarung, a former police colonel who runs the temples business operation. Theyve known about these carcasses for a long time.

Cincinnati Gorilla Incident: Police Investigating Boy's Family

By Dominique Dodley, Sarah Jorgensen and Steve Visser

CNN

Updated 2:13 AM ET, Wed June 1, 2016

http://www.cnn.com/2016/05/31/us/gorilla-shot-harambe/

.

.

(CNN)The family of a boy who entered a Cincinnati Zoo gorilla's enclosure last weekend -- spurring zoo officials to shoot and kill the animal --
will be the focus of an investigation into the incident, Cincinnati police said Tuesday.

.

The 3-year-old boy was dragged across a moat by the 450-pound gorilla on Saturday. After a 10-minute encounter, Cincinnati Zoo officials shot and killed the beloved and endangered gorilla, named Harambe. The boy was not seriously injured.

.

Cincinnati police said Tuesday that their review "is only regarding the actions of the parents/family that led up to the incident and not related to the operation or safety of the Cincinnati Zoo."

.

"After the review, we will determine if charges need to be brought forward," police spokeswoman Tiffaney Hardy said. "If it is determined charges need to be brought forward, we would then discuss it with the Hamilton County prosecutor's office."

.

Authorities have said the boy's mother was with the child at the time he slipped past a fence and tumbled into the moat.

.

Julie Wilson, spokeswoman for the prosecutor's office, declined to say how long the investigation might take.

.

The Association of Zoos and Aquariums, an accrediting agency, also announced that it was investigating the Harambe episode. "We'll of course be taking a closer look at that working with Cincinnati to figure out what happened and make sure we can firm that up so it doesn't happen again," said to Rob Vernon, spokesman for the AZA.

.

The U.S. Department of Agriculture, which inspects the zoo annually, said it will determine whether the incident happened because the zoo was not in compliance with the Animal Welfare Act , according to Public Affairs Specialist Tanya Espinosa.

.

"There is no time frame for looking into an incident or determining whether to open an investigation," Espinosa said. "We want to ensure that we are thorough."

.

CNN independently reviewed USDA records for the last three years, which is all that is maintained by the agency, and found nine findings where the zoo was out of compliance although none involved the gorilla exhibit.

.

.

Animal rights groups demands feds investigate

.

An animal rights group announced Tuesday that it had requested an investigation by the USDA. The letter from Michael A. Budkie , executive director of Stop Animal Exploitation Now, alleges the Harambe tragedy occurred because the zoo, "maintained an enclosure that violated the Animal Welfare Act," according to the letter obtained by CNN. It does not explain how the zoo violated the act.

.

The letter from the animal rights group cites what it says are Animal Welfare Act violations and includes copies of USDA inspection reports from March 2016 and November 2014, which CNN also located independently in the USDA database.

Trump's Press Feud Boils Over

By Jonathan Easley and Jonathan Swan -

The Hill

http://thehill.com/homenews/campaign/281794-trumps-press-feud-boils-over

.

.

Top anchors for major news outlets peppered the presumptive GOP presidential nominee with questions about why it took him more than four months to give veterans groups the money he touted raising in January.

.

Some of the reporters accused the businessman of being thin-skinned and said he is seeking to avoid the scrutiny that comes with running for president.

.

Trump responded in kind, calling a male CNN anchor a beauty, referring to an ABC News reporter in the audience as a sleaze and vowing to take his war against the press to the White House if hes elected.

.

Im going to continue to attack the press, Trump said as the event drew to a close. I find the press to be dishonest. I find the political press to be extremely dishonest.

.

The atmosphere at the event appeared tense and could signal a turning point in Trumps conflicted but mutually beneficial relationship with the media.

.

The real estate mogul has dominated news coverage during his unlikely rise from political outsider to presumptive nominee. One study found that Trump benefitted from $2 billion in free media exposure during the campaign, which helped him to bury his rivals in the Republican nominating contest.

.

The blanket press converge is no accident. Trump readily makes himself available for interviews, at times appearing on multiple networks in a single day.

.

Meanwhile, Trumps rise has been a ratings and traffic bonanza for media outlets. News organizations have feasted on Trumps staged events, which have become must-watch television because of his tendency to stir up controversy.

.

Still, an undercurrent of tension between Trump and the media has long existed.

.

At rallies, the Trump campaign keeps reporters fenced inside a pen in the back of the room, and the candidate often points at reporters to mock them in front of his supporters.

.

Veteran Republican strategists, even one who is working with the Trump campaign, say Trumps relationship with the press is like nothing theyve seen.

.

Charlie Black, an adviser to dozens of Republican leaders and now an informal adviser to the Trump campaign, conceded that while GOP presidential candidates have long scored political points by denouncing the press, Trumps feuds with media figures are of a different magnitude.

Jurors on Tuesday found former suburban Chicago police officer Drew Peterson guilty of trying to hire someone to kill the prosecutor who helped to convict him in the killing of his third wife.

.

Peterson was convicted of trying to hire a fellow inmate's uncle while in prison to kill Will County State's Attorney James Glasgow, who helped convict Peterson in 2012 of killing ex-wife Kathleen Savio eight years earlier. Prosecutors say Peterson believed that with Glasgow dead, he could win an appeal of his conviction

.

The jury deliberated for about an hour before finding Peterson guilty of solicitation of murder for hire and solicitation of murder. Peterson, 62, is serving a 38-year sentence in Savio's death and faces up to 60 more years in prison.

.

snip

.

During closing arguments Tuesday, prosecutors said prison recordings of Peterson speaking with a fellow inmate prove he wanted Glasgow killed.

.

"It's the defendant's own words that prove him guilty beyond reasonable doubt," said Steve Nate of the Illinois attorney general's office, which assisted Randolph County prosecutors with the case.

.

Peterson's fellow inmate, Antonio "Beast" Smith, wore a wiretap for prosecutors, and jurors heard hours of Smith's recorded conversations with Peterson at Menard Correctional Center in November 2014. Smith testified last week that Peterson enlisted him to help kill Glasgow.

.

Nate pointed to a specific section of secret recordings in which Smith tells Peterson that he gave his uncle the go-ahead to kill Glasgow.

.

"OK, all right, I'm in," Peterson, a former Bolingbrook police sergeant, responded. "From the first time we talked about it, there was no turning back."

Where the Worlds Slaves Live

A new report estimates nearly 46 million people live in contemporary slavery, more than half of them in five countries.

This year, researchers surveyed residents of 15 states in India and asked them what it is like to live in conditions of contemporary slaverythe term used to describe human trafficking, forced labor, sexual exploitation, and other forms of illegal enslavement in the 21st century.

.

I was physically and sexually assaulted when I was working in the field. I had also threat on my life and on my family, said one unnamed person who was in bonded labor, a type of exploitation in which people are forced to work to repay debt, real or assumed. Another person, who was made a street beggar, said: Though I am begging I am not paid a single amount. I have to deposit all to them. I am deprived of food and good sleep.

.

These individuals are two of an estimated 18.4 million Indians who live in contemporary slavery, according to a new report from the Walk Free Foundation, an Australia-based organization. The groups Global Slavery Index, released Tuesday, estimates a total of 45.8 million people are in some form of contemporary slavery in 167 countries. Nearly 60 percent of those live in just five nations: India, the country with the highest number of slaves, followed by China (3.4 million), Pakistan (2.1 million), Bangladesh (1.5 million), and Uzbekistan (1.2 million).

.

Slavery is illegal in every country; Mauritania became the last to outlaw it, abolishing the practice in 1981 but only criminalizing it in 2007. But it still exists in every country, and is common in some poor countries with oppressive governments or few human-rights protections.

.

North Korea has the most people enslaved in proportion to population, with 4.4 percent of the countrys population living in conditions of slavery. That equals about 1.1 million people out of 25 million. Uzbekistan is next with 4 percent of its population, followed by Cambodia (1.6 percent), India, (1.4 percent), and Qatar (1.4 percent).

.

snip

.

People who are forced into labor most often work in the agriculture, food production, fishing, manufacturing, and construction industries. Migrant workers and indigenous people are among the most vulnerable. Women and girls are forced into sex work and marriages in nearly every country.

.

There are as many as 20,000 North Korean workers in Russia who are required to hand over nearly all of their wages to the North Korean government. Victims of trafficking in Europe often come from Eastern European countries, forced to work abroad in dangerous conditions for little pay. In Syria, Iraq, Yemen, and the Palestinian territories, children have been forced into armed conflicts, coerced into become informants and suicide bombers.

Police are investigating possible criminal charges over an incident at a Cincinnati zoo in which a gorilla was killed in order to rescue a four-year-old boy who had fallen into its enclosure.

.

Key points:

Negligence complaint filed with the US Department of Agriculture against the zoo

Investigation into possible criminal charges launched

More than 460,000 sign online petition to demanding "Justice for Harambe"

Zoo had history of safety failings

.

An animal rights activist group said it had filed a federal negligence complaint with the US Department of Agriculture (USDA) against the zoo, seeking the maximum penalty of $US10,000 ($13,837) following Saturday's killing of the 204-kilogram ape named Harambe.

.

"The failure of the Cincinnati Zoo to adequately construct this enclosure to protect both the public and the animal held prisoner there is a clear and fatal violation of the Animal Welfare Act," Stop Animal Exploitation Now said in its complaint letter to the USDA.

.

Mounting outrage over the shooting death of the western lowland silverback, which is an endangered species, sparked more than 460,000 signatures on online petitions at Change.org, some demanding "Justice for Harambe" and urging police to hold the child's parents accountable.

.

Zoo officials were not immediately available for comment on either the negligence complaint or the police investigation but said on Monday the exhibit was safe and exceeded required protocols.

.

Authorities are taking a second look at the possibility of criminal charges in the incident after police initially said no-one was charged.

.

"The incident at the Cincinnati Zoo involving the young child who fell into the gorilla enclosure is under investigation by the Cincinnati Police Department," Hamilton County Prosecutor Joseph Deters said.

.

"Once their investigation is concluded, they will confer with our office on possible criminal charges."

.

Witnesses said the child had expressed a desire to get into the enclosure and he climbed over a 1-metre barrier, falling 4.5 metres into a moat.

.

The shooting of Harambe has attracted outrage among animal rights supporters.

http://tinyurl.com/h5yrl5n

.

An Australian animal behaviour expert said the silverback gorilla would have perceived the screaming adults in the crowd above its enclosure, rather than the little boy who fell in, as the real threat.

Leading Primatologist Weighs in on Controversy
Surrounding Shooting and Killing of Harambe

[Editors Note: Leading primatologist Frans de Waal weighs in on the controversy surrounding the shooting and killing of a rare gorilla Saturday at the Cincinnati Zoo to save a 4-year-old boy that slipped into the animals enclosure.]

.

I find it very hard to decide what the Cincinnati Zoo should have done in the case of the human toddler and Harambe, the silverback male gorilla. Seeing more of the videos, I got the impression that Harambe was mostly protective. He showed a combination of protection and confusion. He stood over the child, held him up, moved/dragged him through the water (at least once very roughly), stood over him again. Much of his reaction may have been triggered by public noise and yelling.

.

There was no moment of acute aggression, as also admitted by the zoo director. If the gorilla had wanted to kill the child, one bang of his fist would have done it. People have no idea of their superhuman strength. Yet, he didnt perform any killing move. I should also clarify, since people on Facebook have said that gorillas are dangerous predators, that this is entirely wrong. A gorilla doesnt look at a human child as something edible.

.

The species is not interested in catching moving objects, the way cats are. Lions or tigers are predators, but gorillas are peaceful vegetarians. They prefer a juicy fruit over a piece of meat any time of the day. The one thing that reliably makes a gorilla male mad is another male who enters his territory or gets too close to his females and young. Haramba surely knew that he was not dealing with competition, hence had no reason to attack. There are several previous cases of toddlers falling into gorilla enclosures, one at the Brookfield Zoo in Chicago and another at Jersey Zoo (UK). In both cases, the children survived the attention of the apes, in one case even receiving assistance from them.

.

At Rotterdam Zoo, a gorilla jumped the moat to get close to a woman who often visited and also here the incident ended without a gorilla death. So, why was Harambe shot? First of all, the zoo director did not have the benefit of the video by now seen by everyone on the internet. A decision like this needs to be taken in a matter of minutes: there is no time to hear different opinions or look at video evidence. Second, all alternatives had big IFs attached to them. Caretakers could have distracted Harambe and get him to move away from the child (which I understood was tried to no avail).

.

They could have tried to lure him away with food or even have asked him to exchange the child for food (a process that apes understand very well). Another option might have been to tranquilize Harambe. But a tranquilizer dart sometimes upsets the target, which would have produced exactly the wrong reaction. None of these options offered a solid solution, one the director could count on.

Yet again, captivity has taken an animal's life. The latest victim: a 17-year-old gorilla named Harambe, who was gunned down after a young boy managed to crawl through a fence before falling into his enclosure at the Cincinnati Zoo.

.

The incident (which could have been prevented by surrounding the enclosure with a secondary barrier) has generated a great deal of debate online, some extreme one tweet said, "[I]f you have to shoot aim for the least endangered one," while an Express columnist took the view that "zoo staff did what you might think all people would want: they put the human life first". But arguing over whose life is more valuable misses the point. What we should be asking is why intelligent, self-aware animals are still being displayed as living exhibits for humans to gawk at.

.

Harambe and other animals serving life sentences in zoos are leading lives of quiet desperation. They are denied the most basic freedoms, including being able to choose where to roam, when and what to eat, and whom to socialise with. It's no wonder that these magnificent animals frequently exhibit signs of extreme depression and related psychological conditions, such as pacing, rocking and eating their own vomit, which is unheard of in their wild counterparts, as they struggle with the confines of their captivity. They're also prone to cardiac disease: in 2011, the Smithsonian Institution revealed that 30 of its gorillas were on heart medication.

.

When, in 2007, the Zoological Society of London spent 5.3m on a new gorilla enclosure, Ian Redmond, the chief consultant to the UN Great Apes Survival Partnership, said: "5m for three gorillas [seems a huge amount] when national parks are seeing [three gorillas] killed every day for want of some Land Rovers, trained men and anti-poaching patrols. It must be very frustrating for the warden of a national park to see". Clearly, the same amount of money a zoo spends on buying expensive animals could benefit so many more of the same animals living in the wild. Our need for entertainment is expensive, unnecessary and without discernible benefit, then, to the animals involved.

One of the zookeepers who raised the gorilla shot dead at the Cincinnati Zoo on Saturday said the loss of the animal was "no different than losing a family member that was very close to you."

.

Jerry Stones, the facilities director for the Gladys Porter Zoo in Brownsville, Texas, the birthplace of Harambe, told ABC affiliate KRGV-TV in Rio Grande Valley, Texas that he was there for Harambe's birth and raised him like a child.

.

"We hand-raised him. I took him home at night with me," Stones said. "You know, you get up at midnight and change the diaper, just like you would a human baby. When I took this baby home, I was totally responsible. You become 'Mom,' they look at you just like a human baby."

.

Stones described the 400-pound endangered animal as "very intelligent" and "very inquisitive."

.

"I raised I don't know how many baby gorillas, but he was memorable because he was so intelligent. He showed a positive attitude as far as leadership. He nurtured his siblings, he would carry them around. That was one of the reasons I pushed for him to go to Cincinnati, so that he could have a family."

Harambe, Gorilla Killed at Cincinnati Zoo, 'Had to Pay the Price': Experts

Despite outrage from the public, some experts and activists believe the Cincinnati Zoo was right to fatally shoot an endangered gorilla after a toddler fell into the animal's enclosure.

.

All accredited zoos, such as Cincinnati's, have protocols in place for when an animal threatens staff or visitors. In this case, the zoo had to decide whether to tranquilize 17-year-old Harambe, a 450-pound western lowland gorilla, or to use greater force, said Ed Hansen, CEO of the American Association of Zoo Keepers.

.

A lethal shot comes with the risk of accidentally shooting the person you're trying to save, but a tranquilizer dart could have taken up to 30 minutes to work and comes with other risks, Hansen said.

.

snip

.

The Dangerous Animal Response Team first tried to coax Harambe out of the exhibit, according to zoo director Thane Maynard, but the team was only able to cajole the female gorillas away from the three-year-old, who slipped through the railing and plummeted more than 10 feet into the exhibit's moat.

.

As Harambe alternated between gently pawing the boy and dragging him, the team resorted to killing him. Maynard said Monday that the Cincinnati Zoo received an outpouring of support for the decision from colleagues around the world including famed primatologist Jane Goodall.

.

"We stand by our decision," he said. "We'd make the same decision today."

.

Still, some critics felt the zoo should have done more before killing Harambe, one of fewer than 175,000 western lowland gorillas worldwide.

.

And many urged authorities to hold the boy's parents criminally responsible: An online petition called "Justice for Harambe" had more than 330,000 signatures Tuesday.

Harambe the gorilla: the zoo killing thats set the internet on fire, explained

Harambe, a western lowland gorilla, turned 17 at the Cincinnati Zoo and Botanical Garden on Friday. The zoo celebrated his birthday. The next day, zoo officials shot and killed the critically endangered ape.

.

The reason? Harambe acted like a gorilla.

.

On the day Harambe died, a 4-year-old boy managed to get into his enclosure. Video of the incident shows that Harambe grabbed the child, stood over him at times, and dragged him. The severity of Harambe's actions and the perceived reasoning behind them depend on whom you ask. And after evaluating the situation, zoo officials decided to kill Harambe instead of tranquilizing him.

.

It took around 10 minutes from the moment the boy fell into Harambe's enclosure to the decision to kill Harambe. But the controversy surrounding Harambe's death has just begun.

.

snip

.

Some people believe Harambe was protecting the child in the same way a gorilla would protect its own offspring. However, according to the incident report cited by the New York Times, Harambe was described as "violently dragging and throwing the child."

.

Once zoo officials were notified of the incident about 10 minutes after the boy fell in they decided the child was in danger. They later explained it was clear a tranquilizer was not an option because of the risk that tranquilizing Harambe would make him react dangerously.

.

snip

.

The real issue of Harambe's death is about the idea of responsibility and accountability, or rather the lack of both when it comes to Michelle Gregg, the mother of the child who slipped into Harambe's enclosure. The basic question: How could any mother let her 4-year-old child fall into an enclosure?

.

According to the Cincinnati Zoo's annual report, 1.5 million visitors visited the park in 2014 to 2015, and the park has accommodated around or more than 1 million visitors over the past six years. Included in those numbers are millions of parents who managed to keep an eye on their children and not let them fall into a gorilla pit.

.

According to WLWT-TV, this was the first breach at the zoo since its opening in 1978.

.

There's also the question of exactly how long Gregg's child was unsupervised. When zoos make exhibits, they employ experts and architects who create barriers to make sure it's difficult for people to get in and for the animals to get out. The Cincinnati Zoo had a barrier, bushes, a 15-foot drop (there's a wall so the gorillas can't climb out), and a shallow moat enclosing the gorilla exhibit.

.

Unless Gregg's child was gifted and coordinated, these barriers would make it very difficult, if not delay a child immensely, to get into the enclosure.

.

It just seems a little puzzling to not be able to keep an eye on your child especially in a place where killing beasts gorillas, lions, wild African dogs, and wolves roam. And the missing child must have been missing for some time to get through the barriers on his own.

.

There's also the matter of Gregg's perceived lack of accountability.

.

In a now-deleted Facebook post, Gregg said she was a good parent and that this was an accident and cited God as the reason her child wasn't harmed:

.

It's not like Gregg lost track of her son and he bumped his head on a kitchen table or burned himself on a hot pan. Because of Gregg's lack of supervision, an endangered animal was killed and her son's life was put in danger.

.

Gregg's perceived lack of remorse (she didn't mention Harambe's death) in this Facebook post has garnered an outpouring of online hate. There are now online petitions (this one has 47,000-plus signatures; another has 317,000-plus signatures) asking for Child Protective Services to investigate Gregg for neglect. There's so much vitriol out there against Gregg that another Michelle Gregg has been harassed by people online. There are also unfounded rumors that Gregg is planning to sue to zoo, which would only build the hate against her.

.

Harambe's death isn't unlike that of Cecil the lion, a beloved big cat that was killed by an American dentist last year, or Marius, a giraffe at a Copenhagen zoo that zoo officials killed to feed lions in 2014. Harambe, Cecil, and Marius were all majestic animals that died because of human intervention. And the internet and social media, I fully believe, have raised our empathy and awareness of animals by exposing us to more animals in general

.

In the wake of Harambe's death, there's been a huge swell of social media backlash against Gregg and against the zoo not unlike the backlash against the dentist who killed Cecil and the Copenhagen Zoo, which euthanized Marius. Disputes over human responsibility are being raised, as are debates about gorillas living in captivity and questions about the ethics of having zoos in the first place.

.

snip

.

Gregg made a huge mistake she might be the only member in the "parent who let their child play with a gorilla club" by not watching her son closely enough. She's admitted as much. But the internet and social media have a way of crystallizing this story and turning Gregg into a lightning rod for hate.

The Cincinnati Zoo Gorilla Tragedy Has Started a Mom-Shaming Mob

Taking a horrific situation and making it worse is something people on the internet excel at, and this Memorial Day weekend has been no exception. On Saturday, in front of a horrified crowd, zoo officials shot and killed a beloved 17-year-old gorilla named Harambe, after a 4-year-old boy climbed under a fence and fell almost 20 feet into the habitat where the giant apes live.

.

The boy was unharmed from both the fall and the gorilla, who dragged him through a foot of water at one point. There was no indication that the gorilla wanted to harm the child, but knowing the strength of the animal zoo officials decided the boy was in critical danger. Worried that tranquilizers would take too long to be effective, they made the decision to shoot and kill the gorilla.

.

Animal lovers and activists from all over the world have reacted with outrage. A change.org petition calling for charges of criminal negligence against the parents has obtained more than 340,000 signatures. The zoo has said it has no plans to charge anyone.

.

There is more than enough blame to go around in this situation, which is clearly tragic for the gorillas, who live in captivity and are endangered in the wild. The fact that it was killed is sad, but, in the eyes of the zoo, it was unavoidable in the moment. The zoo's director, Thane Maynard, said in a press conference, "Were talking about an animal that Ive seen crush a coconut with one hand."

.

Though some have jumped to blame the zoo for shooting Harambe, most blame has focused on the mother of the child, who has not been officially identified. After internet commenters on Facebook, Twitter, and thousands of news sites jumped to criticize and charge her with negligence

.

snip

.

A "Justice for Harambe" page, which has more than 100,000 "likes" flaunts a cornucopia of horrific commentary. "Cincinnati has more than enough spoiled 4 year olds with parents who don't watch over their children! We only had 1 Harambe! The gorilla was worth more than the stupid kid!" writes Bonnie Evers of Cincinnati; "They are trying to cover up that the child's life was never in danger from the gorilla," wrote Dave Mcnemar, of Maryland, inexplicably. "Zoos aren't your babysitters," is a fairly common sentiment floating around. The Daily Mail reported that the child's father has a "lengthy criminal history," as if that were germane to any of this.

Activists are banding together in support of Harambe by creating a petition to pass 'Harambe's Law.'

.

The petition states the law would give legal consequences when an endangered animal is harmed or killed due to the negligence of visitors.

.

As of Tuesday morning, the petition has more than 106,000 supporters. Once it reaches enough signatures, its author - a woman from Chicago - said she plans to send it to lawmakers.

.

Another petition, by a woman in Cincinnati, blames the boy's parents for neglect and calls for them to be investigated. That one has more than 300,000 supporters.

.

Locally, community members took to social media immediately after news broke of the death of 17-year-old

After a 25-year-old veteran was identified by ABC station KTRK-TV as the alleged gunman behind a deadly shooting in west Houston, the young man's devastated stepmother told ABC News, "I think he was haunted by everything he experienced" in Afghanistan.

.

Police have not confirmed the identity of the shooter, who also died in the shooting, but KTRK-TV in Houston reported that a source identified the suspect as veteran Dionisio Garza III.

.

The Army confirmed to ABC News that Garza was deployed to Afghanistan twice between 2009 and 2013 and that he was discharged in 2014.

.

Garza's stepmother, Cathy Garza, told ABC News she thinks he might have had post-traumatic stress disorder.

.

"I think he was haunted by everything he experienced there. I think it changes you," she said. "I don't know how you can go through what he went through and see what he saw and not have it change you or affect you."

CLARIFICATION: Information Literacy Relevance and Research Uses for STATISTICS: Databases, Sources and Database Search Results for Statistical Data Compilations and Publications

Databases, Sources and Database

Search Results for Statistical Data Compilations and Publications

Finding and using statistical sources is a challenge for most students and many researchers. Finding government statistical sources are even more of a befuddlement. Requests for govenment information, let alone statistics, have dwindled in recent years in live reference situations. Providing a tool that shows, agency by agency, where government statistics hide in a group of links to database search results contributes to statistical literacy and to information literacy for government statistical sources and the uses for government statistics.

Even though the actual publications found in these searches are not free, all of the databases used are. Over fifty government agencies of the United States federal government are now included and this is a work in progress as is the entire statistics resource guide. United States government agencie do provide statistical data for other countries.

http://guides.temple.edu/statistics-sources

http://guides.temple.edu/statistics-sources/gov-stats

The results of the just under 20 search result links for each of the agencies represented are for specific types of content and include my
Google Domain Limited Web searches as part of the group.

Google Domain Limited Web Searches

http://tinyurl.com/jgmmwpl

Many of you probably tell students not to use Google for serious research as I religiously did until October 2014 when I saw one web address on the MedLib-L discussion group. I have no idea what the post was about, I just noticed one web address and as the lesson evolved, I started joining the students rather than trying to change them in regards to using Google Web Search as part of my database searching research tool.

On another day at the reference desk, somebody wanted to know how to get recent decades of Philadelphia Census Tracts and their data online. Government data questions, being quite rare, I had a bit of a mind freeze. I could have gone to the online catalog and searched in key word search philadelphia and census tracts and found a link to a web source. But I recovered quickly and remembered my new government agency finding tool for data.

I went to the content section for the Census Bureau

http://tinyurl.com/p7to6qk

I used edit/find to get to the outsourced census section link on the government agency web page. The guide section for census.

I selected this link

Google Domain Limited Web Search (GOV) for Statistical Content

http://tinyurl.com/nvdhwf6

Which contains this search

("census bureau" OR "bureau of the census" OR "bureau of census") AND ("UNITED STATES" OR US OR "U.S.") AND (statistics OR statistical OR data OR demography OR demographic OR demographics) AND SITE: GOV

Over 31,000,000 search results of which Google will not show more that 1,000 is useless for most information needs.

I modified this search for my information need, however, by adding the phrase ["philadelphia census tracts" AND] on the LEFT side of the search.

https://www.google.com/#hl=en&q=%22philadelphia+census+tracts%22+AND+
%28%22census+bureau%22+OR+%22bureau+of+the+census%22+OR+%22bureau+of+
census%22%29+AND+%28%22UNITED+STATES%22+OR+US+OR+%22U.S.%22%29+AND+
%28statistics+OR+statistical+OR+data+OR+demography+OR+demographic+OR
+demographics%29+AND+SITE:+GOV

OR

This lead to a very manageable result suggested by Google of 318 results

(CNN) - A number of people who attended Trump University are sounding off.

.

Felicismo Limon loved Donald Trump. The Navy veteran of 40 years thought Trump was a great American success story. And after attending a free introductory real estate seminar from the now shut-down Trump University, Limon bought into the idea that this billionaire really wanted to make him a success, too.

.

snip

.

In total, he paid more than $26,000 for a real estate course. Limon and his wife planned to attend.

.

snip

.

There were no real secrets or techniques taught, he said - except for the one that finally made him realize hed been had.

.

An instructor detailed the benefits of paying off unpaid tax debts of elderly people - keeping them in their homes until they die - but then taking ownership of the property.

.

When I saw that teaching you had to steal somebodys house, this is not right, Limon said. In that moment, I said, Babes, lets go home.

.

This is thousands of people who were taken for millions of dollars, said New York Attorney General Eric Schneiderman. Weve sued for $40 million.

.

Schneiderman is leading one of three lawsuits against Trump and his Trump University.

.

The lawsuits all basically say the same thing - that almost everything about Trump University was a lie, starting with the name.

.

It wasnt a university, its teachers didnt teach any Trump secrets and none of the so-called expert teachers who taught there were picked by Trump, Schneiderman said.

.

So there wasnt one piece of his pitch that was actually true, he said. And they werent Donald Trumps secrets. Its been admitted, and the president of Trump University already admitted that Trump never had anything to do with writing the curriculum.

WASHINGTON (AP) A federal judge is ordering the release of Trump University internal documents in a class-action lawsuit against the now-defunct real estate school owned by presumptive Republican presidential nominee Donald Trump.

.

The order by U.S. District Judge Gonzalo Curiel in San Diego, which came Friday in response to a request by The Washington Post, calls for the documents to be released by Thursday. The Post reported the order in a story on its website Saturday.

.

Trump University has been cited in anti-Trump political ads during the primary campaign as evidence that Trump doesn't fulfill his promises. Trump's lawyers deny any wrongdoing in the case before Curiel as well as another class-action suit in San Diego and a $40 million lawsuit filed in 2013 by the state of New York alleging that more than 5,000 people had been defrauded.

Donald Trump Blasts Mexican Judge in Trump University Case

You know whats presidential? Using 12 minutes of a campaign rally to criticize a judge who is overseeing civil litigation against your failed education venture. And thats exactly what Donald Trump did in San Diego when he seemingly bored his audience with details about the ongoing case, specifically attacking U.S. District Judge Gonzalo Curiel for being a hater and even speculating about what his ethnicity might be.

.

The trial is going to take place sometime in November. There should be no trial. This should have been dismissed on summary judgment easily, Trump said. Everybody says it, but I have a judge who is a hater of Donald Trump, a hater. Hes a hater. His name is Gonzalo Curiel.

.

Curiel is not doing the right thing. And I figure, what the hell? Why not talk about it for two minutes? What followed was one of his most personal attacks against an apolitical figure since becoming the presumptive Republican presidential nominee, notes the Wall Street Journal. As part of his attack, Trump told his audience, which just moments earlier had chanted about the need to build that wall, that Curiel is Mexican.

Trump's Tragic, Rolling Bluster

Donald Trump looked like a fool and a fraud on Sunday. But what else is new?

.

Even the most ardent Trumpistas would have to admit that Trumps appearance at the annual Rolling Thunder motorcycle rally was, as spectacles go, pretty pathetic. It was supposed to be a vast, multitudinous gathering on the plaza in front of the Lincoln Memorial, one of the greatest and most historic public spaces in the nation. Instead, Trump drew a paltry crowd estimated by organizers at perhaps 5,000.

.

snip

.

As Trump showed the world, it is relatively easy to run for president if you are willing to say or do anything to get attention and you believe in nothing except your own self-inflated myth. His reality-television-style campaign overwhelmed a badly fractured Republican Party. But the act is getting harder to pull off because now his words, often chosen for their shock value, have real consequences.

.

Take his promise, made Thursday in a speech on energy policy, to cancel the Paris agreement on climate change and stop U.S. payments into a United Nations fund to mitigate the impact of global warming worldwide. Thats in keeping with Trumps know-nothing approach to the climate issue, but it can hurt him more than he might imagine.

.

Trump apparently believes that he can defeat his likely opponent, Hillary Clinton, by winning the votes of some disaffected Democrats who support Sen. Bernie Sanders (I-Vt.). Yet while Trump has called climate change a hoax somehow perpetrated by the dastardly Chinese, Sanders calls it the single greatest threat facing our planet and proposes urgent and sweeping action to limit atmospheric and oceanic warming. Clinton basically agrees with Sanders, as evidenced by her unfortunately phrased promise to put a lot of coal companies and coal miners out of business.

.

Just like that, Sanders supporters for whom climate change is a paramount issue are out of Trumps reach. It is hard to imagine how they could vote for a man who would renounce the landmark Paris deal, no matter what they think of Clinton.

.

Trump also spent the week fighting with New Mexico Gov. Susana Martinez, who happens to chair the Republican Governors Association and is considered one of the partys brightest rising stars. Speaking in Albuquerque, he blamed Martinez for what he called the states lackluster economic performance. Its your governors fault, he said. Shes not doing the job.

The effort called Save KPLU lived up to its name Thursday afternoon, when KPLU General Manager Joey Cohn took to the stations airwaves to make the official announcement.

.

We reached our goal of $7 million, Cohn announced shortly after 3:30 p.m. in the studio packed with staff, supporters and media.

.

Now the Friends of 88.5 FM can make an offer to station owner Pacific Lutheran University to keep it out of the hands of the University of Washingtons KUOW.

.

It took 17,000 supporters of the Tacoma-based public radio station less than five months to donate the money. A fund-topping $500,000 matching contribution came from a collection of businesses and individuals.

.

In a typical fundraising effort, charities will first seek big donors before a public campaign. Save KPLU didnt have that option.

.

We didnt have the luxury of time. We just had to go, Cohn said.

.

Money was raised at over 85 community events. Cohn said he knows of no other situation in public radio that comes close to the fundraising efforts of Save KPLU.

.

Weve been saying we made public radio history, Cohn said. He cited $2 million dollars raised in less than a month for a station in Greeley, Colorado, as being the closest, and $1 million of that was a single donation. This kind of donations in this short of time, no, its never happened before, Cohn said.

.

Weve had 4-year-olds send in change, he said.

.

KPLU, which broadcasts news and public radio programing along with jazz and blues, has a large presence in Western Washington. In addition to 88.5 FM, it broadcasts on 10 repeaters from Bellingham to Raymond.

CHICAGO, Illinois A long weekend of violence resulted in more than 60 shooting victims and at least five fatalities, including a 15-year-old girl who was riding in a car with a known gang member, reports say.

.

According to the Chicago Tribune, the deaths during the Memorial Day weekend mean at least 60 people died from gunfire during the month of May in the nation's third-largest city, with a population of approximately 2.7 million.

.

snip

.

Police increased patrols in those areas on Monday.

.

"As we've said before, it's about 1,500 people that are driving the violence," First Deputy Superintendent John Escalante tells NBC news. "Those are the people we're trying to concentrate on."

.

USA Today reports that in the first three months of 2016 there has been a 72 percent increase in murders and an 88 percent increase in shootings in Chicago. Gang violence is being blamed for the increase.
