IS the current version. https://datatracker.ietf.org/doc/rfc8446/
indicates that TLS 1.3 is still a PROPOSED standard. Thus, at least for
this item, ARRL is at the most current version of TLS (Transport Layer
Security).

to me like they're running a very old version of TLS and need to support more
