Just to clarify:

Allocations are by the ITU. The lower band edge in Region 1 is 1810 kHz, which means that all of the transmitted energy must stay above that frequency. Some operators using LSB with carrier frequencies below 1813 kHz were in violation. I am not aware of any administrations in Region 1 that make an exception.

Band plans are by the IARU. They are not mandatory.
