For IARU contest participants the Y8 stations are just like any other DL: in other words, zone 28 worth 5 points to stations outside of Europe.
Please work as many as you can on as many bands as you can, on both modes.

Will the Y8 stations be considered “HQ”, and if dropped into a Call History File, populate and identify as such?

For IARU I use N1MM. I typed in SJ8HQ and N1MM prefilled sent 599 rcv 599 and itu-zone 18.
Is that not correct?
No. You do not have the latest version of the IARU CallHistory file. If you did, you should have seen SSA for the exchange, not 18.
"If you type SJ8HQ in your IARU / WRTC contest logging program, and it doesn't prefill SSA as the exchange, your HQ database is out of date."
Read the rest of Joe's comments if you want to get the new version of the file.
Borrowed from N6TV, Bob in the CQ-Contest reflector:
SJ8HQ SSA is the latest addition. If you type SJ8HQ in your IARU / WRTC contest logging program, and it doesn't prefill SSA as the exchange, your HQ database is out of date.
The latest update to the IARU / WRTC HQ pre-fill file for the most popular contest loggers is available at
This link downloads a Zip file. Installation and testing instructions are in the Readme.txt file inside the Zip.
This update includes several other updated callsigns, including VO1RAC (RAC).
Please make sure that your home country HQ station is properly listed. If not, please provide the correct information to OZ0J ASAP: contest@... .
VE2FK is also maintaining his own version for N1MM+, named IARU.TXT at
