I would say the contest sponsor changed the contest and never notified us of the change. With so many contests supported how are we to keep up with changes.

The rules for the UKRAINIAN DX CLASSIC RTTY CONTEST 2016 running just now
say:

Own country 1 point - N1MM+ UKRAINRTTY correct 1
point
Different country own continent 2 points - N1MM+ incorrect only 1 point
Different continent 3 points - N1MM+ correct 3 points
QSO Ukraine stn from outside UKR 10 points - N1MM+ incorrect only 5 points.
