I've just seen an article on ZDNet explaining the roll out.

I downloaded the installation media creation tool (18 MB) and let it
update
my PC in-situ. Typically it takes about 1-1.5 hours, the first phase
being
to download Windows-10, the second to prepare your PC, and then the
actual
update takes place when you are ready. You can carry on using your PC
during phases 1 and 2, but close everything down once a button labelled
"Install" appears. After the final reboot you answer a couple of
questions
to allow you to turn off some privacy options, and to say whether or not
you
wish to use Cortana (speech assistant).
Really quite easy, but take note of the few issues you may encounter.

In MSG DM select MPEF in channel selection tab.
There you will see a box for the Himawari data.
Tick the box for the Prime and Extra channels.
It is under the MPEF tab as there is no room on the FSD tab.
I am using MSG DM V 3.1.5.1245

So had you changed something, as you said that it was working before the 1703 update?

Just checked here and I had SignalEx.exe dated 01/10/2014 working with my TBS5925 and BDADataEx 1.1.2.1240 dated 30/11/2014 for a couple of years.

By pre chance, I do note that I updated BDADataEx to 1.1.4.5 at the same time as the Creators update. I did this because the IP address had never been correct, but setting the TAP network to use DHCP, setting the address in BDADataEx, setting BDADataEx to use DHCP, and pressing "Apply settings" resulted in it all working correctly. I'm wondering whether I never clicked "Apply settings" before, as now with a lot of Windows-10 settings you change them and there's no need to Apply them. I can see why, particularly with network things, allowing the user to review what may be about to be applied makes good sense.

Perhaps I was lucky!

Just done the install a few hours ago. Took about an hour.
Everything seems Ok except had to uninstall and reinstall SNMP Informant. Plus had to change settings to 'accept any host'.
Nothing else noted so far.
The install immediately got an update before a final restart, Non since.

running the single-cable, dual-tuner configuration with two instances of
BDADataEx or just one? If just one, please try from the command line:

signalex.exe snr

without the "1" parameter.

Both my Windows-10 computers had an update this week - the EUMETCast computer a day after my day to day computer.

There were three updates:

Windows Malicious Software Removal Tool.
Security update for Adobe player.
Cumulative update Windows 10 V 1607.

Both computer still have V 1607.

As Thorsten tweeted (you /are/ following on Twitter, I trust) you can get the update now (and actually also few days before the official rollout last Tuesday as well), by downloading here:

No I have not been updated either. When the last big update was released
my main computer was 3 months and my wife's laptop was 6 months before
it was updated.

It's my fault somewhere as it was working! I get this message:

I know it doesn't help, but "it's working here". Have you checked for any
further Windows updates? There were some after the first Creators release.
You could get a command prompt in that directory and run the command by
hand:

signalex.exe snr 1

See if it works for the first BDADataEx instance:

signalex.exe snr

might provide some clues. You expect four lines of output.

BTW: on one XP system I found that AVG had "helpfully" quarantined one of my
command files! Unlikely to be the same issue, but some lateral thinking may
be required!

MS roll out the update over a period of time. The last one (Anniversary) wasn't offered on my system until 8 weeks after release.
I had the same updates as you this week.
