Unknown rail gadget

Hello everybody,
Can anybody help with identifying this gadget, it was beside the light rail from the brickworks to the coal mine at Newnes NSW. It is 50mm long 13m high.

Philip, It appears to be a chaired rail (bullhead) chair. Due to the double chair slots could very well be from a point or another piece of trackwork requiring a check rail. Regards Jeff Mullier
