Definitely in the late 60s John. I rode a bicycle from Parkdale to Heatherton every Saturday from 1966 to 1970 to work part time as a gardener/handyman while at high school. On Centre Dandenong Rd the plateway clearly formed the left edge of the bitumen alongside the Moorabbin Airport.
