What are the requirements for continuous (Westinghouse) brakes on narrow gauge light railways which convey passengers ?

 

The Puffing Billy railway from Belgrave to Gembrook in Victoria and its now closed predecessors which were branch lines from Colac, Moe and Wangaratta had Westinghouse brakes on freight and passenger trains as they were  former government railways and operated in hilly areas. 

 

What braking is required on former cane railways now operating passenger trains

and passenger carrying heritage railways operated by preservation societies etc ?
