Yes, this is almost certainly the Federal Capital Commission Purcell loco. It is covered in some detail in Jim Longworth’s forthcoming book, including details of the various advertisements for its sale.

Quite possibly this is the 2 ft gauge Purcell 0-4-0PM that was used by the Federal Capital Commission at a quarry to provide blue metal for road construction. This information came from a telephone call I had with Bruce Macdonald in January 2006.
