Incidently, Victoria Mill have regulatory accreditation for the Homebush Steam Train component only - thats an example where two forms can co-exist, and that operation continues successfully with services a couple of times each year. So its not accredited for the Sugar Cane Operation, just the passenger operation. One may think if regulations was so burdensome, the passenger operation would be hived off? Is the regulatory model so much of a burden that an opportunity to put some otherwise road freight back onto rail willing to be lost? What is the actual cost, has it been costed?
